A RESOLUTION APPROVING A COOPERATIVE CONSTRUCTION AGREEMENT BETWEEN
THREE RIVERS PARK DISTRICT, CITY OF EDINA AND THE CITY OF RICHFIELD FOR THE
DESIGN AND CONSTRUCTION OF A CONNECTING TRAIL FROM THE SOUTHDALE LIBRARY
THROUGH ADAMS HILL PARK TO THE NINE MILE CREEK REGIONAL TRAIL, AND
AUTHORIZING STAFF TO EXECUTE THE AGREEMENT AND PROCEED WITH THE PROJECT.
WHEREAS, the City of Richfield supports the partnership with Three Rivers Park District
and the City of Edina to construct connecting trails to the Nine Mile Creek Regional Trail; and
WHEREAS, the trail connection is located on parkland owned by the cities of Richfield and
Edina, including a portion in Adams Hill Park in Richfield; and
WHEREAS, the City of Richfield was awarded a grant by the Minnesota Department of
Natural resources for the above-referenced project and has stated, in the executed and Council-
approved grant agreement, its intent to work cooperatively with Three Rives and Edina on the
project and will comply with all applicable laws, environmental requirements and regulations.
NOW, THEREFORE, BE IT RESOLVED that the Richfield City Council approves the
cooperative construction agreement between Three Rivers Park District, City of Edina and the City
of Richfield for the design and construction of a connecting trail from the Southdale Library through
Adams Hill Park to the Nine Mile Creek Regional Trail, and authorizes staff to execute the
agreement and proceed with the project.
Adopted by the City Council of the City of Richfield, Minnesota this 8th day of September,
2026.
