Prioritization of County road improvements discussion with City Transportation Engineer Jeff
Pearson.
I. BACKGROUND
Staff is asking for guidance from the Transportation and Planning Commissions on prioritizing
the county and arterial road corridors within the City of Richfield. The road segments are
identified on the attached map. The arterials and county roads within Richfield have played a
large part in the history and development of the City. Collectively, these roads carry an
average of nearly 100,000 vehicles a day. However, that traffic, along with years of minimal
maintenance, has taken its toll on the streets and many segments are in critical need of
rehabilitation or reconstruction. Narrow sidewalks placed directly behind the curb make the
balance between snow removal and pedestrian safety extremely difficult. Additionally, areas
that have been targeted for redevelopment could benefit from street improvements to make
them more attractive to developers and potential costumers. Obtaining funding for these
improvements is possible but completing a prioritization process is a critical step toward
capturing those funds. There are several key categories that will be used to prioritize the
segments of roadway within the City. The Planning Commission will be asked to provide input
on the category of Redevelopment Potential and score each road segment based on this
category. Staff will be able to clarify this request more clearly at the Planning Commission
meeting based on the results of discussion during the February 3, 2010 Transportation
Commission meeting.
