GENERAL INFORMATION
Type of Request: Discussion only, no action required.
ANALYSIS
Proposal: PASSS Redevelopment Plan
History: The City Council and HRA have entered into an agreement with the Ryan
Companies to prepare a redevelopment plan for the Penn and Sixty Sixth Street
Area. Ryan wishes to involve the Planning Commission in developing a
planning process, preparing, and reviewing the final plan.
Issues: At the last Planning Commission meeting, staff presented several display
boards that will be used at the open houses with PASSS area residents, business
owners, and property owners. Planning Commissioners reviewed the content
of the boards and made suggestions for revisions. Those revisions were made
and the Ryan Companies transferred the text to the actual boards that will be
used at the open house. Those boards will be presented for further review by
the Planning Commission.
Staff will also ask the Planning Commission for their ideas about meeting dates
in November for the Open House. Two dates are needed. A calendar for the
month is attached. Planning Commission meetings and holidays are
highlighted.
ACTION TO BE TAKEN
Recommendation: No action required. Reaction to the open house board content and open
house dates is desired.

GENERAL INFORMATION
Type of Request: Listen to a presentation on the Urban Village redevelopment project.
ANALYSIS
Background: Richfield Lake master planning has been underway since 1997. During
the first quarter of 1998, the HRA responded to the concerns of
homeowners located in areas identified for possible change and
considered a program to serve homeowners with a need or interest in
selling. Rather than authorize an early acquisition program, staff was
asked to evaluate the interest of developers in this area. Five
development teams submitted proposals for the block between Pleasant
and Grand Avenues and 66th and 67th Streets. The proposals ranged
from low density townhomes, to mid -rise multi -unit housing, to a
comprehensive redevelopment of the Southeast quadrant of 66th Street
and Lyndale Avenue submitted by Richfield State Agency (RSA).
The HRA expressed an interest in the RSA proposal and on September
21, 1998, directed staff to prepare a development agreement with
Richfield State Agency. The HRA also suggested that the developer
solicit feedback from the Planning Commission on tht: concept
proposal.
The comprehensive proposal submitted by RSA includes a mixture of
new housing choices, retail, office and public spaces. The proposal
provides 73,000 square feet of additional office /retail space, 210
housing units and a 600 space parking ramp and includes the relocation
of McDonald's to the corner of 67th and Lyndale. The housing types
would include assisted living housing and townhome style apartments
for the Pleasant /Grand block, if included.

The project offers the following benefits:
New housing choices, public spaces, transit integration and retail in
an urban village context.
Housing types filling two missing market pieces in Richfield: market
rate rental townhomes and assisted living.
TIF committed to the parking ramp, not housing development.
Local/neighborhood development team involved.
Pleasant /Grand neighborhood has been an active participant and
provided a purchase option given perceived changes to quality of
life due to football field and pending redevelopment to the west.
Consistent with Comprehensive Plan and draft Richfield Lake
Master Plan.
Issues: • Comp Plan: The RSA area and the residential block are designated
Regional Commercial/Office, which allows for mixed -used
development.
Zoning: The existing bank and clinic property is zoned PC -2. The
Pleasant /Grand Avenue block would have to be rezoned to PC -2.
McDonald's: Neighbors have raised issues of odor, traffic, and
trash management. The developer is looking at technology options
to address odors. The proposed location is, however, not much
closer to neighborhood than the existing space.
Parkway /67th Street: The RLAP plan calls for a parkway. The
proposed roadway in the Urban Village proposal would not be the
parkway called for in RLAP but would be coordinated to fit with a
parkway in the future. The developer plans to ask neighbors on
Grand and Pleasant Avenues what kind of access they want at 67th
Street (right -in, right -out only is an option). Some landscape
treatment could be done, depending on costs and future plans.
Traffic study: BRW is conducting a traffic analysis, which should
be complete by mid - October.
Transit elements: Bus pullouts and possibly a shelter are being
incorporated on 66th Street. The developer is meeting with Metro
Transit to talk about other possible transit elements.
EAW: The project is on the borderline as to whether or not an
Environmental Assessment Worksheet is required. Staff have,
however, asked the developer to conduct an EAW and work on it is
underway.
Work with the Neighborhood: Neighborhood meetings were held
on October 11 and 12. RSA will report on those neighborhood
meetings. Property owners in the Pleasant /Grand block were
contacted several months ago about their interest in selling. To
date, seven of the fifteen owners have requested an appraisal of
their property to help them make a decision. RSA also worked
directly with one owner who had to move due to a job relocation.
RSA purchased the property and made a payment in lieu of
relocation even without Council approval of the project.
Open house feedback to date: The Urban Village concept was
presented at the most recent RLAP open house. Feedback has been
favorable. Some have characterized the concept as "exciting for
Richfield." Negative reactions have been related the changes it
causes, a dislike of tax increment financing and the removal of 14
homes and a chiropractic office.

132 rental apartments configured in a townhome style at Grand/Pleasant Avenue with
underground parking; a mix of 1, 2 and 3 bedroom units which accommodate a variety of one
and two level living units: 36 - 1 bedroom, 70 - 2 bedroom, 26 - 3 bedroom.
As market analysis continues by the development team, the mix of market rate rental
apartments/townhomes and more affordable rental units or ownership units.
78 unit senior assisted living and health services, courtyard style, 3 level building at 67th
Street and Grand Avenue on Richfield State Agency property:
54 - 1 bedroom units.
24 - 2 bedroom units.
Commercial Element Features:
Approximately 78,000 sq. & of net rentable commercial space added and configured as 3
levels:
New street level restaurant and commercial services.

A relocated McDonalds restaurant to the comer of Lyndale and 67th Street.

Connecting Element Features:
A public walkway, corridor that connects the parking ramp to commercial uses and the
intersection at 66th Street and Lyndale Avenue. The proposal also accommodates skyways
across Lyndale Avenue and 66th Street.
Consideration for adding transit services; waiting and drop -off of transit users.
Emphasis on minimizing surface parking and maximizing public green space.
Emphasis on creating greenway pedestrian paths that are consistent with the Richfield Lake
area concept plan.

GENERAL INFORMATION
Type of Request: Continued discussion of Planning Commission award to recognize
quality new development.
ANALYSIS
Proposal: The Commission expressed interest in developing an annual Planning
Commission award to be given to one or more new developments in the City in
order to recognize the owner(s) for his or her efforts. Attachment A lays out
the proposed process and criteria for a Planning Commission award.
ACTION TO BE TAKEN
Recommendation: Discuss the process and criteria for setting up an annual Planning
Commission development award.

Planning Commission Award of Excellence
Purpose
To recognize extraordinary efforts by a business owner or developer to create new, quality
development in Richfield
Criteria
Good building design (e.g. quality materials, quality construction, appearance, classic design
for long - lasting appeal, fits with surrounding context)
Creativity
Uniqueness
Good site design (e.g. landscaping, tree preservation, traffic circulation, "bad" features
hidden)
Independent initiative shown by the owner /developer
Innovative partnerships
Owner /developer showed a commitment to making an improvement to the community
The project helped the City to achieve a Comprehensive Plan or redevelopment goal
Process
Awards may be given to two levels of development:
Large projects = over 50,000 square feet
Small projects = 50,000 square feet or less
Projects completed in current year and previous year can be nominated for an award. Doing
so will cover projects that aren't quite completed by the time nominations are due.
Planning Commissioners will nominate developments for the award.
Planning Commissioners will fill out a rating form for each development that is nominated and
give the development a score based on how it meets the criteria. Commissioners will be asked
to make a general written assessment for the development(s) they select to receive an award
i.e. reason(s) why the Commissioner thinks the development should receive an award).
Staff will combine the rating results and suggest award recipient(s) based on the ratings. The
PC will confirm the award recipient(s).
The PC Chairperson will present the award to the recipient(s) at a City Council meeting.
There is no limit as to the number of awards that may be given each year. The PC reserves
the right to not give out any awards.
Notice of the award will be published in Your Chy. A press release will be distributed to the
Sun - Current.

November 10: rating forms due to staff
November 24: summary of ratings distributed to PC, final award decision(s) made
December 14: presentation of award made to recipient at City Council meeting
