The meeting was called to order by Mayor Kirsch at 5:35 p.m.

Community Development Manager Smith explained tonight's Worksession's purpose is to
review the proposed zoning ordinance modifications for the 1-494 Corridor. The modifications were
conceptually introduced to the City Council, HRA and Planning Commission on November 16, 2005.
The Planning Commission held discussion and a public hearing on November 28, with a continuation
to December 19 when they will vote on the proposed modifications.

Council Member Wroge questioned why private recreational and social facilities were not
allowed in the mixed-use neighborhood district.
Mr. Ingraham explained those facilities are interpreted as service clubs, bowling alleys, pool
halls.
Council Member Sandahl asked for clarification on different restaurant classes.
Zoning Administrator Poehlman explained the differences.
Council Member Wroge asked if alcohol sales were excluded in the mixed-use neighborhood
district.
Mr. Ingraham explained those sales were permitted in the 1-494 primary access node.
Planning Commissioner Houle asked about the definition for the minimum story of a building.
Mr. Ingraham explained that is defined in the zoning and building code. He added there would
need to be public access to the second story.
Zoning Administrator Poehlman stated the code indicates the building must be two full stories
and it is not defined in height.
Council Member Sandahl asked about encouraging use of bicycles.
Mr. Ingraham responded that is not specifically addressed.
Planning Commissioner Drummond stated encouraging bicycle use should be a development
standard.
Planning Commissioner Schneider questioned why assisted living facilities were excluded
from all districts.
Mr. Ingraham explained senior housing is permitted in neighborhood areas but not the core
area because of the activity level.
Council Member Wroge questioned nursing homes being a permitted use but not assisted
living facilities.
Planning Commissioner Drummond stated those facilities should be included in mixed-use
community and neighborhood districts.
Mr. Ingraham asked for clarification of the facilities to be permitted on a conditional use.
Council Member Sandahl stated they should be permitted in the neighborhood district and
conditional in the community district.
The City Council and Planning Commission consensus was to allow one-story portions of
buildings and some required mixed uses.
Council Member Kilian stated the conditional uses provide more latitude than stating simply
no, which may be overly restrictive. Some scenarios can be made to work.

Mr. Ingraham said criteria for permitted uses can be established to allow more flexibility.
The meeting was adjourned by unanimous consent at 6:25 p.m.
