Special Worksession
November 7,2005
The meeting was called to order by Mayor Kirsch at 6:00 p.m.
Members Present:
Martin Kirsch, Mayor; Bill Kilian; Fred Wroge; Susan Rosenberg; and Sue
Sandahl.
Staff Present:
Steven Devich, City Manager; Pam Dmytrenko, Assistant to City Manager;
and Cheryl Krumholz, Recording Secretary.

City Manager Devich stated the Minnesota Legislature enacted a new law that requires cities
and school districts to adopt a policy that controls out-of-state travel for elected officials.
Assistant to the City Manager Dmytrenko explained the League of Minnesota Cities developed
a model policy for cities to work from in developing their own policy. Most provisions are standard,
but a few additional provisions should be considered by the City Council. The new policy needs to be
officially approved by the City Council and in place by January 1, 2006.
Ms. Dmytrenko also explained that if the City Council wants to eliminate the nighttime flight
restriction from the current City staff travel policy, the City Council must rescind the resolution that
restricts that flight.
Council Member Wroge suggested rescinding the resolution because the City has no control
of airline flight times. In addition, there is a cost to change tickets and/or hotel costs to stay an
additional night.
Mayor Kirsch expressed agreement with Council Member Wroge's suggestion.
Council Member Rosenberg suggested not rescinding the resolution but rather modifying it to
state every effort would be made to not take a nighttime flight. There is a philosophy behind
restricting nighttime airport noise and it is important to maintain that spirit and commitment to
residents.
City Manager Devich said the resolution will be revised to include Council Member
Rosenberg's suggestion and presented to the City Council for their consideration.
The City Council agreed to support giving oral or written reports on the results of the trip at the
next regular City Council meeting, support giving materials received to the City, support the ability for

the City to make exceptions to the policy and not place limitations on the number of Council Members
who can attend an event.
Council Member Wrage said the City Council controls travel limitations by taking a vote on
each trip.
City Manager Devich stated that during his time at the City, no one has traveled after they
have announced their intention to resign, not seek re-election or who were defeated in an election.
The meeting was adjourned by unanimous consent at 6:09 p.m.
