The meeting was called to order by Mayor Kirsch at 6:45 p.m.

Community Development Manager Smith explained tonight's concurrent meeting is the third in
a series of four regarding the 1-494 Corridor Planning Study. The discussion will include the review of
preferred alternatives.

Mark Koegler, Hosington, Koegler Group, Inc., reviewed the second open house results.
Jeff McMenimen, Hosington, Koe,gler Group, Inc., reviewed and discussed the preferred
concept of the proposed land use plan and illustrative plan. The concept is a mixed use urban
village. The Assumption Church will be retained and not relocated.
Mr. McMenimen reviewed the key concepts of the preferred plan.
Mayor Kirsch asked about the impact on small businesses.
Community Development Manager Smith replied that a possible requirement could be that
commercial development make 20% of their leasing space available to smaller businesses.
Mr. McMenimen stated the proposed plan includes more community commercial than regional
commercial. The idea is to not displace current businesses.
Mr. Koegler added the proposed concept plan is not a redevelopment plan, but rather a
strategic vision.
Mr. Koegler stated that in the proposed concept, current businesses would be non-
conforming, but there would be no requirement for them to become conforming unless the property is
sold or changes. The proposed plan would provide a means to regulate changes based on zoning.
Mr. Koegler reviewed the zoning approaches.
Community Development Manager Smith stated the next concurrent City
Council/HRAlPlanning Commission worksessionis November 16, 2005. First reading of the
Comprehensive Plan amendment is scheduled for December 13, 2005 with the public hearing and
second reading on January 10, 2006.
The meeting was adjourned by unanimous consent at 8:00 p.m.
