Avenue South, Bloomington Who: Represcntatives of the cities of Bloomington, Eden Prairie, Edina and Richfield. Each city is encouraged to involve 10 key partici- pants drawn from the following categories: -Mayor and/or city council members *City Planning Commission -Human Tights Commission -City Planning Department -City Manager's office -Members of the South Hennepin Human Services Council -Other select Groups and Boards (e.g. School Board) Workshop Goals and Objectives Goals: 1) To examine the responsibility- of the s::L•urban community toward persons who could, potentially bene±=it from coininur>it:y- based residential programs. 2) To examine the nature of the pressures that decision -makers axe under in having to respond to negative community reactions to community -based residential facilities. 3) To examine spccifi.c questions relAti:d to cormi ni"ty decision- S making and the location of community -based residential facilities, including: -What happens in a community when a program wants to locate there? What does a program director do? What do people for and against a program do to gain support for their viewpoint? *What are appropriate locational controltechniques or locational standards for community -based residential facilities? Assuming such standards could be defined, ought they to be enfolded into local municipal. ordinances? -How can a less volatile process for introducing these programs into a community be established? How can their integration into the community be monitored? Id this regard, of what merit is a community -based residential facilities board? What would the duties of such a board be and what would be its relationship to existing commissions? ob_-jectives: 1) Consider ways in which suburban municipalities can become involved in the formulation and implementation of state and county human services policies. .o 2) Develop an improved process by which these suburban commun- ities can respond to the introduction of community -based residential facilities while minimizing community conflict. 3) Identifying select courses of action (for subsequent con- sideration) for modifying existing municipal zoning ordin- ances to accommodate community -based residential facilities. e WORKSHOP AGENDA 8:30A.M. - 9:00A.M. Registration, coffee and rolls. 9:OOA.M. - 9:10A.M. Welcome and Workshop overview. 9:1.0A.M. - 10:35A.M. Panel Discussion: Community -based Residential Services and the Suburban Context: Why ere? The panel will include representatives of juvenile group homes, homes for persons who are mentally retarded, homes for persons with mental health problems, and adult community corrections. Their remarks will focus on the unique characteristics of such programs and the special needs of their target population group. 10:35A.M. - 10:45A.M. Coffee Break 10:45A.M. - 11:30A.M. Facility Location and Community Conflict: Im�1i- cations for. Decision -Makers. 11:30A.M. - 12:OOP.M. The Community -based Residential Facility and the Law: Current Status The intent of this presentation is to examine the current status of the law with respect to deinstitu- tionali.zation and to zoning'as a control mechanism for community -based residential facilities. 12:0OP. M. - 1:00P.M. Lunch 1:OOP.M. - 2:00P.M. Workshop I: A Simulation of a Residential Facility P„ropo6al. This workshop will examine the various roles of the city council, city staff, commissions, group home staff, neighbors, etc. in a hypothetical circumstance. 2:OOP. 14. - 3:00P.M. Workshop II: The Curr_e_nt and ideal Process of Estab- lishing Community_Based Residential. Services. The participants will divide -into 4 groups by city, examine their current status with respect to community - based residential services, and identify the most appropriate process for their city. 3:GOP.M. - 3:15P.M. Coffee Break 3:15P.M. - 4:OOP.M. W lap -up The last 45 minutes will be spent in group synthesis focusing on meeting workshop objectives #1-3. *Consultation for this workshop is being provided by Alan Friedlob and the Center for Urban and Regional Affairs. It -is hoped that the process and outcome of this workshop can serve as a model for other cities in Minnesota and the country.
