09-13-05 Worksession CITY COUNCIL MINUTES Richfield, Minnesota Special Worksession September 13, 2005 The meeting was called to order by Mayor Kirsch at 5:05 p.m. Members Present: Martin Kirsch, Mayor; Bill Kilian; Susan Rosenberg; Fred Wroge; and Sue Sandahl. Staff Present: Steven Devich, City Manager; Bruce Palmborg, Community Development Director; Mike Eastling, Public Works Director; Bill Fillmore, Municipal Liquor Operations Director; Jim Topitzhofer, Recreation Services Director; Brad Sveum, Acting Fire Services Director; Dan Scott, Public Safety Director; Bruce Nordquist, Housing and Redevelopment Manager; Patrick Smith, Community Development Manager; Chris Regis, Finance Manager; and Cheryl Krumholz, Recording Secretary. Item #1 Jim Prosser, Ehlers & Associates, explained the financial projections presented tonight for City Council discussion are based upon the goals and issues provided at Session I on August 23, 2005. He said the financial items are not to be considered a budget but rather a long-range plan that will need modifications. Tonight's discussion is not a time to make decisions but create a foundation. The foundation is an order magnitude with financial placeholder planning. Rebecca Kurtz, Ehlers & Associates, reviewed the baseline services projections. Department Directors reviewed the financial foundation management plan items. Mr. Prosser asked the City Council to identify additional foundation issues. He stated staff did not include a new Community Center because there were too many unknowns as to the purpose and function of a center which impacted costs and funding options. Mayor Kirsch suggested including under grounding utilities along all major roadways. Council Member Sandahl suggested planting boulevard trees, especially along east/west roadways. She added the Community Center should be included; as well as an amphitheater at Veterans Memorial Park of Richfield. Mr. Prosser explained the next financial spreadsheet will identify program revenues and various impacts of funding gaps. He said a review of base level City services is fundamental to this long-term financial planning. Special Worksession Minutes -2- September 13, 2005 Mr. Prosser reviewed comparable cities and a variety of comparison criteria. Council Member Kilian suggested a comparison of the number of people per park acre be included.
