August 23, 2005
The meeting was called to order by Mayor Kirsch at 5:35 p.m.
Members Present:
Martin Kirsch, Mayor; Bill Kilian; Susan Rosenberg (arrived at 6:15 p.m.);
Fred Wroge; and Sue Sandahl.
Steven Devich, City Manager; Bruce Palmborg, Community Development
Director; Mike Eastling, Public Works Director; Bill Fillmore, Municipal Liquor
Operations Director; Jim Topitzhofer, Recreation Services Director; Brad
Sveum, Acting Fire Services Director; Dan Scott, Public Safety Director;
Bruce Nordquist, Housing and Redevelopment Manager; Tom Foley,
Transportation Engineer; Patrick Smith, Community Development Manager;
Chris Regis, Finance Manager; and Cheryl Krumholz, Recording Secretary.

City Manager Devich explained the discussion tonight is not a budget plan but rather a plan to
address the City's long-term needs and financial strategies.
Jim Prosser, Ehlers & Associates, reviewed the key financial strategies purpose and process,
including having the City Council identify future financial needs, issues and concerns.
Mr. Prosser also reviewed the preparation of a baseline spreadsheet based upon information
provided by City staff. He discussed the key financial strategies foundation descriptions, policies and
process outline. -
The City Council will review the financial spreadsheet at the September 13 Special City
Council Worksession at 5:00 p.m.
The meeting was adjourned by unanimous consent at 6:58 p.m.
