Special Worksession
April 26, 2005
The meeting was called to order by Mayor Kirsch at 9:49 p.m.
Members Present:
Martin Kirsch, Mayor; Bill Kilian; Susan Rosenberg; Fred Wroge; and Sue
Sandahl.
Staff Present:
Steven Devich, City Manager; Mike Eastling, Public Works Director; and
Cheryl Krumholz, Recording Secretary.

City Manager Devich suggested the City Council conduct a one-half day Worksession in mid
June to discuss strategic planning on the major issues facing the City. He suggested Ehlers &
Associates be the consultant to assist in building a strong public participation process.
The City Council agreed to conduct a strategic planning session and requested staff to
coordinate the scheduling of the consultant.
The City Council scheduled a Special City Council Worksession on May 9 at 5:00 p.m. to
discuss the most pressing, time sensitive issues facing the City.
Item # 2
Discussion was postponed to the May 24 Special City Council Worksession.
Council Member Wroge asked why the City Council was involved in the discussion of this
leave when it typically is handled through negotiations with the unions.
City Manager Devich explained the benefits provided to employee groups not represented by
a union are stated in the City Code and the ordinance prevails. In some cases, the union groups
receive a benefit before non-union groups.
