Special City Council Meeting
Closed Executive Session
March 29, 2005
The meeting was called to order by Mayor Kirsch at 5:48 p.m. in the Council Chambers.
Members Present:
Martin Kirsch, Mayor; Sue Sandahl; Fred Wroge; and Bill Kilian.

Not Present:
Susan Rosenberg.
Staff Present:
Steve Devich, City Manager; Pam Dmytrenko, Assistant to City Manager;
Cheryl Krumholz, Recording Secretary; and Corrine Thomson, City
Attorney.
City Attorney Thomson announced the City Council will adjourn to a City Council Closed
Executive Session in the Executive Conference Room which will be continued to April 1, 2005 for a
public meeting for discussion and decision on the potential litigation.
City Attorney Thomson stated the Closed Session is necessary so the Attorney can advise
the City Council on the strengths and weaknesses of the potential litigation claims. Strategy
discussions require absolute confidentiality.
M/Kilian, SlWroge to reconvene on Friday. April 1 at 6:30 p.m. in the Council Chambers for
the public meetinQ to make a decision on the IitiQation.
Council Member Sandahl stated she was not available.
Council Member Kilian and Council Member Wroge amended the motion to 8:00 a.m. on
April 1, 2005.
Motion carried 4-0.
M/Kilian, SlWroge to adiourn to the Special City Council Closed Executive Session with a
continuation to April 1. 2005.
Motion carried 4-0.
The City Council adjourned at 5:54 p.m. to the Special City Council Closed Executive
Session.

The City Council met for the purpose of the discussion of potential litigation regarding
Metropolitan Airports Commission Noise Insulation Program. The Closed Executive Session is
convened pursuant to M. S. 130.05, subd. 3(b).
At 7:14 p.m., by unanimous consent, the meeting was continued to Friday, April 1 at 8:00
a.m. in the Richfield Executive Conference Room. Following the Closed Session discussion, the
meeting will be opened to the public for further discussion in the Richfield City Hall Council
Chambers.
