E X E C UT IV E S UM M ARY: T he Richfield Police Department would like to purchase ten Flock Cameras. T he Richfield Police Department would like to use Flock Safety technology to capture objective evidence without compromising on individual privacy. T he Richfield Police Department could utilize retroactive search to solve crimes after they've occurred. Additionally, the Richfield Police Department could utilize real time alerting of hotlist vehicles to apprehend those that have committed crimes. Cameras will be positioned throughout the community in arterial locations of travel in the City. Numerous departments in the metro are using the system with a lot of success. Our neighboring Departments Edina and Bloomington have them deployed both by private entities and by their respective Cities. We would like to have feedback in order to move forward in first quarter of 2024. D IRE C T I O N NE E D E D: The Richfield Police Department seeks feedback and discussion on the purchase of Flock Safety. The use of F lock S afety will assist the D epartment with tools to solve crimes while maintaining the objective evidence and not compromising individual privacy. C .P OL IC IE S (resolutions, ordinances, regulations, statutes, exc): D .C R IT IC AL T IMIN G IS S U E S: The purchase of ten cameras are budgeted in the 2023 P ublic S afety budget. E .F IN AN C IAL IMPAC T: The installation of ten cameras installed throughout the C ity of Richfield will cost $36,000.00 the first year of service.
