RESOLUTION NO. 12263
RESOLUTION APPROVING SUMMARY PUBLICATION OF
AN ORDINANCE MODIFYING VARIOUS SECTIONS OF THE ZONING CODE
IN RELATION TO CANNABIS BUSINESSES
WHEREAS, the City has adopted the above-referenced amendment of the Richfield City
Code; and
WHEREAS, the verbatim text of the amendment is cumbersome, and the expense of
publication of the complete text is not justified.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield that the
following summary is hereby approved for official publication:
SUMMARY PUBLICATION
BILL NO. 2024-13
AN ORDINANCE AMENDING THE RICHFIELD ZONING CODE
IN RELATION TO CANNABIS
This summary of the ordinance is published pursuant to Section 3.12 of the Richfield City
Charter.
This ordinance amendment would: reclassify marijuana as cannabis; divides cannabis
businesses into two main types – retail and non-retail; define “schools” and “residential treatment
facilities”; clarify that micro-breweries and micro-distilleries must include a taproom, cocktail room
or brewpub; clarify that brewing is not manufacturing; specify that cannabis manufacturing is not
considered light manufacturing; clarify that cannabis is not considered a food or ornamental crop;
preclude all cannabis businesses from being home occupations; allow event organizers (office
only) as a permitted uses in the S-O, C-1, C-2, MU-C, MU-R, PC-2 & PMU zoning districts; allow
cannabis retailers as permitted uses in the C-2, MU-C, MU-R, PC-2 & PMU zoning districts, subject
to locational restrictions; allow cannabis delivery services only as an accessory use to retail
cannabis businesses; allow all other (non-retail) cannabis businesses (except transporters) as
conditional uses in the I, Industrial, zoning district, subject to certain operational considerations;
and amend the commercial sign regulations to simplify the title, correct an omission, and reference
the state statute that imposes additional limitations on cannabis signage.
