SPECIAL MEETING

Regular members of the Lang Range Capital Improvements Pig.
Commission met E~ugust 25, 1959 in the Council Chambers a~
Village Hall.
Members present were: Coombs, Erspamer, Reiter,'and ditz.
Asir. Shinier arrived at ?:20 p.m.
The meeting was called to order at ?13 p.mt
Members were given a special report enti't~ ~~,iquor Store Survey"
and a listing of bonded indebtedness £,o~.:~ the village and the
school district.
1. Election of Officers.
Election of officers was the first item on the agenda and Air.
Reiter moved that the secretary cast a unanimous ballot for
Air. Erspamer for chairman. Second by Grunditz,. Carried unani-
mously.
~~the~n nominations for Vice-president were opened, Reiter moved
that we postpone action on the election until ?:45 ~,rhen it was
hoped that hir. Shinier would be present. Second by Coombs.
2. Bonded Indebtedness Report.
Coombs moved to include the bonded indebtedness statistics in
our report with clarification of certain terms. Second by
Reiter. Carried unanimously.
`3. .Elections continued.
At 7:45 election of off leers was continued. Nir. Shinier was nomi.n~
ated for vice-president, and Reiter- moved- that the secretary. be
instructed to caste a unanimous ballot for Mr. Shinier. Second by
Coombs. Carried unanimously.
4. Liquor Store Survey.
The liquor store survey was discussed briefly. Coombs moved to
incorporate this survey in our report. Second by Reiter. Carried
unanimously.

5. Finance Chapter.
Discussion of the finance section was begun. Mr. Reiter reported
that he was waiting for further statistics from Air. Moline. Mr.
Aioline had also agreed to bring up to date all the charts relating
to village finance which-had appeared in report number one.
There was same difference @fF opinion as to the amount of money or
the percentages of money members wished to suggest taking from the
liquor stare profits each year for capital improvements. It was
finally decided that percentages would be used and that we would
suggest allocating ?0 percent of the liquor profits for capital
improvements for 1960. This would be estimated to be about
$245,000_based on liquor store prof its of $350,000 far 1959. 85~
would be suggested for 1961, and 100/ far 1962.
As the discussion of parks came into the meeting, it was suggested
that perhaps four panes could be concentrated on so that citizens
could see completion of a park project.
6. Aana~er~s Report.
Air. Anderson had showed members the letser prepared by Mr. Van
ifrevelen to be presented to Council members in relation to the
wisdom of the $1,250,000 bond issue. He would try to secure more
copies of this letter far -the Commission members.
hir. Reiter reported that on September 21, 1959 there would be an
open meeting f'or everyone interested in the bond issue. Commission
members should be present.
Mr. i~eiter had also talked with l~Ir. Thomas Hodne, Planning Consult-
ant, at the August 24th Council meeting. Mr, i~iodne expressed
willingness to. meet with the Commission at any time without charge.
September 1, 1959, would be the next meeting date and each member
was asked to bring to this meeting his written thoughts on the
finance chapter. Air. Anderson indicated that if he were. told what.:
the Commission wanted in the report, he would aid in the writing- as
much as possible.
Coombs moved to adjourn at 9:45 p.m, Second by Grunditz.. Carried;.....
