the Village Hall. The meeting was called to

The Minutes of the previous meeting were approved as printed.
1. RESOLUTION ON THOROUGHFARES.
The resolution on thoroughfare beautification prepared by Erspamer
and Leiter was given to all members.. Moved by Reiter, seconded
by Grunditz that the resolution be adopted. Carried unanimously,
Grunditz moved that copies of the resolution be sent to the Village
Council, School Loard, Lichfield News, all civic organizations,
and churches. Seconded by Reiter. Carried unanimously.
The Administrative Intern was asked to send a copy of the letter
to tdr. Gasterland who is a Commissioner of the-Dan Patch .District,
and he would see that it got to all Boy Scout leaders in the
community.
2. STREET LIGHTING.
Because street lighting for the commercial areas involves the will
of the business men in the area as well_as-the question of curbs
and gutters, it was felt that it was questionable how active the
Commission-could be in this field. It taas decided to postpone
further discussion of the Street .Lighting report until priorities
were discussed at a later date..
3. PRESS CONTACT .
bir. Biter and I~ir. t~oerner had been unable to see- .the press about
publicizing the need for Village fall expansion but would follow
through and report back at the next meeting. The Village Manager
mentioned that the League of t~Jomen Voters had held an open house
at the Village Hall on April 18,-1959, and over 300 adults had
attended.

4. CONDUCT OF MEETINGS.
Mr. Erspamer felt that more order should be maintained at meetings
and that no visitor should be allowed to speak unless he were on
the agenda. It was the consensus that this problem could ~e
handled by strong control caithin the meeting without outside pub-
lication.
5. PRIORITIES. `
Each official member discussed his own listing of -priorities. In
order to save the time of Ex-Officio members since they had made
no new project requests, Coombs moved that a meeting of the offic-
ial members of the Commission be called to discuss priorities alone

6. LIQUOR STORE FUNDS.
The financing of priorities was gone into in a limited way. In
relation to the use of bond issues versus liquor store funds for
park improvements, the Village Alanager pointed out that liquor
store funds he,ve been used for purchase of park property and for
park improvement to a great extent. Liquor store funds cannot be
dedicated for and one use because each new council is empowered
to make ids own de,eision about the funds. An attempt would be
made to gimme the public more information on this whole question.

?. PLAN A.
From the minutes it seemed unclear to some members as to whether`
the Commission had definitely `underwritten Plan A as the way to - _
expand the Village Hall: They felt that the library aid not
belong with the Public Safety facilities and the other Village
Hall offices both from an esthetic and practical viewpoint. A~~,,_.:, _.
Reiter suggested the possibility a~ reiocating_the library in t~~,.
Liquor Store on Lyndal ~iM ue and Q.f purchasing new property far
a liquor store on ~a~4~~ Mr. Rutp.pel volunteered that three
different branch libraries might be an` ans~rer to giving availab~ -..
ity to all Richfield children. Thee was- a question as to wbetl~er
this would be acceptable to the Hennepin County Library Board
since branches so far have not been used in other. suburban commUUi
ties.
Reiter moved that further discussion of Plan A be heTd`at-she next
meeting. Second by Coombs. Carried unanimously.

8 . i~EET ING DATES
Following up the poll of members as to a change in the meeting
date far the Commission, Reiter moved that the date be changed
from the second to the first Tuesday of each month. Second by
Grunditz. Carried unanimously.
9 . CITIZENS' LEAGUE .
At a Citizeri~s League meeting ~ahich Air. Lrspamer had attended on
April 21, 1959, a League member had suggested that the Planning
Commission study the successes and failures of different businesses
3:n Richfield. According to the by-laws such a topic would be a
:=permissible item to take up, but it Baas decided to take it into
consideration not as a separate survey but as it is related to our.

.At a me~ting.of Community Centers, Incorporated, on April 29, 1959,
helpp of-the Commission had been enlisted for a report on future

:J~r. Reiter felt that the minutes did not express what actually
::happened at meetings of the Commission and that they should be more
~n detail. °The question of taking the happenings verbatim was
discussed .and Air. Reiter volunteered to bring-one of the young men
from his office to do this. It was suggested that perhaps the
Village Hall would prefer having one of its own employees to do
this type of recording, but the question was not resolved.- The
secretary- would carne the minutes more fully for the next meeting.

RESOLUTION
RE: THOROUGHFARE BEAUTIFICATION
~aHEREAS, it is acknowledged that proper physical care of property
both public a._3 private adds to the beauty of a community, enhances
property values and promotes civic pride, and
~JHEREAS, -certain Richfield thoroughfares, especially Penn Avenue,
Lyndale Avenue, Isicollet Avenue, Portland Avenue, and 66th Street are
in need of extensive beautif ication through the control of weeds and
excess sand and gravel, rnai~~zcenaiice of boulevards and ~~allcs, sodding,
filling, grading, and removal of surplus dirt, and
j~IICREAS, the beautification and proper maintenance of property
and thoroughfares should be the concern of all -- the village govern-
ment, owners and users of real estate, business and commercial enter-
prises, and civic organizations, both individually and collectively,
and
tJHEREAS, such thoroughfare beautif ication appears to be of benefit
to the development of the village and thus would be of proper concern
to the Richfield Long Range Capital Improvements Planning Commission
according to Article I of Resolution #1188 ~~hich established the sai~.
Commissions
THEREFORE BE IT RESOLVED, That the Richf field Long Range Capital
Improvements Planning Commission recommend
1. That the Village of Richfield enf orce all pertinent
.ordinances and use all other means at its disposal to
clean up, improve, and maintain the thoroughfares and
boulevards within the villageo
2. That an appeal be made to the public, press, and civic
organizations for their cooperation in the inauguration
of a village ,ride beautif ication grog ram to s tart immedi-
ately and- continue as long as there is need.
