APPROVAL OF MINUTES
ITEM #2 PUBLIC HEARING TO CONSIDER A CONDITIONAL USE PERMIT FOR A 115
CHILD DAYCARE AT 7132 PORTLAND AVENUE (HOPE CHURCH).
Planner Crosby presented Staff Report No. 18.
Miguel Lozada Correa, the applicant and owner of NIDO daycare, gave a brief
presentation regarding the proposal.
Roberto Palva, representative for NIDO daycare, also gave a brief presentation,
particularly regarding the compliance side of the daycare.
Vice-chair Kennealy opened the public hearing. There were no other speakers or callers.
M/Surma, S/Taraldsen, to close the public hearing.

Several Commissioners expressed their support and excitement for the project.
M/Stursa, S/Surma, to recommend approval of a Conditional Use Permit for a 115 child
daycare at 7132 Portland Avenue (Hope Church).

LIAISION REPORTS
Community Services Commission: Commissioner Kowalkowski was absent.
City Council: Chair Holmvig-Johnson was absent.
Housing and Redevelopment Authority (HRA): Commissioner Stursa stated that the
financial approvals for 101 66th Street have expired. Although land use approvals are still
in place until January, it is unlikely that the approved project will go forward.
Richfield School Board: Commissioner Kennealy had no report.
Transportation Commission: Commissioner Surma stated that Hennepin County is
moving forward with the Nicollet Avenue design, which would include four roundabouts.
Conversations regarding bicycle facilities are ongoing. Also, construction is scheduled
for 2026 and the City is still pursuing bonding money for the local match.
Chamber of Commerce: Commissioner Hooey had no report.
Sustainability Commission: Commissioner Taraldsen stated that the residents of City
Bella provided information to the Commission regarding ongoing sustainability efforts.
Also, the Commission is continuing to do outreach for more student Commissioners.
