10-22-01 Worksession CITY COUNCIL MINUTES Richfield, Minnesota Special Worksession October 22, 2001 CALL TO ORDER The meeting was called to order by Mayor Kirsch at 6:00 p.m. ROLL CALL Members Present:Martin Kirsch, Mayor; Gertrude Ulrich; John Enger; Susan Rosenberg; and Sue Sandahl. Staff Present:Samantha Orduno, City Manager;Mike Eastling, Public Works Director; Bruce Palmborg, Community Development Director; John Stark, Community Development Manager; Tom Foley, Transportation Engineer; Cheryl Krumholz, Recording Secretary; and Karen Cole, Kennedy & Graven. Item # IBRIEFING ON BEST BUY DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT City Manager Orduno stated the City Council Worksession is an opportunity to assist the City Council in understanding the content and purpose of the Best Buy Draft Supplemental Environmental Impact Statement (SEIS). City Manager Orduno said the opportunities for public input will be a public information meeting on October 30 and written comments are accepted until November 13. Rick Nau, URS, distributed and reviewed the following: x Crosstown Construction Phasing x SEIS Analysis Results – Traffic x SEIS Analysis Results – Air Quality x SEIS Analysis Results – Noise x SEIS Analysis Results – Mitigation Special Worksession Minutes- 2-October 22, 2001 Council Member Enger asked for the true meaning of the standard for the air quality analysis. Mr. Nau explained that levels are established by the State and Federal EPA to protect the most sensitive portion of the population. Council Member Sandahl stated she recently attended an I-35W Alliance meeting where MnDOT said the Crosstown construction would begin in 2005. She said the Best Buy Campus and Penn Avenue bridge construction should be complete before the Crosstown construction begins. Mr. Nau stated that MnDOT agreed to using the assumption of a 2003 Crosstown construction year for the purpose of the SEIS. All SEIS presentation materials are Clerk’s File No. C-378.
