CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 6:30 p.m.
ROLL CALL
Members Present:Martin Kirsch, Mayor; Gertrude Ulrich; John Enger; and Sue Sandahl.
Members
Not Present:Susan Rosenberg.
M/Sandahl, S/Ulrich to determine the absence of Council Member Rosenberg as an
excused absence.
Motion carried 4-0.
Staff Present:Samantha Orduno, City Manager; Steven Devich, Acting City Clerk;
Mike Eastling, Public Works Director; and Tom Foley, Transportation
Engineer.
Item # 1CONSIDERATION OF RECOMMENDATION OF AWARD OF CONTRACT
FOR CONSTRUCTION OF PENN AVENUE BRIDGE AT I-494 IN RICHFIELD
S. R. NO. 239
Public Works Director Eastling reviewed Staff Report No. 239 regarding consideration
of a recommendation of award of contract for construction of the Penn Avenue bridge at I-
494 in Richfield.
Mr. Eastling stated that the bid came in roughly $900,000 over the engineer’s
estimate. He stated that Federal High Priority Funds will be used to make up the shortfall.

Mr. Eastling added that any other unanticipated costs discovered during construction would
be covered by the same funds.
City Manager Orduno stated that the use of these funds would delay the Lyndale
Avenue bridge construction.
M/Sandahl, S/Ulrich to accept the bid minutes/tabulation and recommend an award of
contract for the construction of the Penn Avenue bridge, City Project 401-30-521, to Johnson
Brothers Corp. in the amount of $20,247,391.56 and to support City staff efforts to secure
additional funds for the project.
Motion carried 3-1. (Enger opposed.)
