04-30-01 Board of Equalization RICHFIELD BOARD OF EQUALIZATION MEETING MINUTES Richfield, Minnesota April 30, 2001 CALL TO ORDER The meeting was called to order by Mayor Kirsch at 5:30 p.m. ROLL CALL Members Present:Martin Kirsch, Mayor; Sue Sandahl; Susan Rosenberg; Gertrude Ulrich; Lawrence Emond; and Glenn Erickson. Item #1CONVENING OF THE 2001 RICHFIELD BOARD OF EQUALIZATION. S. R. NO. 106 City Manager Orduno reviewed Staff Report No. 106 regarding the 2001 Richfield Board of Equalization including the following: x Appointment of Lawrence Emond and Glenn Erickson as citizen members. x Duties and responsibilities of the Board of Equalization. x Property owner contacts with the assessor’s office regarding 2001 Estimated Market Value determinations. There being one property owner present, the Board of Equalization proceeded with consideration of the appeal. Board of Equalization Minutes-2-April 30, 2001 Item #2APPEAL OF ANIL TANDON, 6232 12TH AVENUE SOUTH, P.I.D. #26-028-24-21-0013 Anil Tandon, 6232 12th Avenue, appealed the Estimated Market Value (EMV) of his property based on the water damage to his basement and believes it to be an unlivable area. He said a repair estimate from a contractor totaled $25-$30,000. He requested that the EMV for this property be reduced to $104,000-$105,000. Craig Lone, Hennepin County Appraiser, presented data on the subject property and comparable properties in support of the assessor’s determination of an EMV of $125,000. He said he verified that parts of the basement were wet, but considered the basement finish of minimal value. Glenn Erickson, Board of Equalization Member, asked Mr. Tandon if he had any written documentation from an engineer regarding what was causing the water damage and a written estimate from a contractor to prove the cost of repairs. Mr. Tandon said he did not have that information tonight, but could obtain it. Mr. Erickson suggested Mr. Tandon get all the information in writing and appeal the assessor’s determination of the $125,000 EMV to Hennepin County. He said without that information before the Board tonight, he would recommend sustaining the EMV at $125,000. The Board requested assessing staff provide them with the appeal outcome when considered by Hennepin County. M/Emond, S/Erickson to sustain the assessor’s determination of $125,000 as the Estimated Market Value of the property located at 6232 12th Avenue South, P.I.D. 26- 028-24-21-0013. Motion carried 6-0. Garfield Hoversten, owner of rental property at 7000 Cedar Avenue and 6413 Pleasant Avenue, addressed the Board regarding low income housing (Property 4D) provided at his apartments. He was not asking for an EMV reduction and said the property seemed to be in line with the actual value. He did comment on the tax increase related to this property. ADJOURNMENT Board of Equalization Minutes-3-April 30, 2001 There being no other property owners present to make an appeal, it was announced that the 2001 Board of Equalization had completed its business.
