11-27-00 Special CITY COUNCIL MEETING MINUTES Richfield, Minnesota Special Joint City Council/Richfield School Board Meeting November 27, 2000 CALL TO ORDER The meeting was called to order by Mayor Kirsch at 5:32 p.m. ROLL CALL Council Members Present:Martin Kirsch, Mayor; Kristal Stokes (arrived at 5:42 p.m.); Russ Susag; Susan Rosenberg; and Sue Sandahl. City Staff Present:Samantha Orduno, City Manager (arrived at 5:47 p.m.); Steven Devich, Administrative Services Director (arrived at 5:47 p.m.); Deborah Guiher, Deputy City Clerk; Bruce Palmborg, Community Development Director; Jim Topitzhofer, Recreation Services Director; Bill Fillmore, Liquor Operations Director; Dan Scott, Public Safety Director; Pam Dmytrenko, Assistant to the City Manager; and Perry Thorvig, Community Development Specialist. School Board Members:Terry Freeman, Chair; Nancy Rowley; Vicki Rorie; David Lamberger; David Larson; and Pam Dmytrenko. School Staff Present:Barbara Devlin; Judy Miller; Ken Rood; and Lynda Gault. The record should show Council Member Stokes as excused as she was attending the HRA Meeting (arrived at 5:42 p.m.). Joint Council/School Board Meeting Minutes-2-November 27, 2000 Item #IRICHFIELD 2020 FOCUS ON THE FUTURE Pam Dmytrenko, Assistant to the City Manager, stated that 30 children will be receiving awards at tonight’s City Council Meeting for art work done in the planning for the future of their community. Item #IICITY OF RICHFIELD DEVELOPMENT UPDATE Community Development Director Bruce Palmborg discussed the planning areas of Richfield which included the following: x Interchange West x Lyndale Gateway x Gramercy/VFW x City Bella x Woodlake Centre x Lakes at Lyndale x Cedar Avenue Corridor Barbara Devlin, Superintendent of Schools, stated that Best Buy has notified the School District that they are willing to meet with them and discuss any issues they may have. Comment was also made that the Richfield Rediscovered Program should help draw in more young families. Members of the School Board discussed the possibility of the School Annual Report being available to Realtors. Mayor Kirsch stated the importance of Richfield residents being aware that approximately 10% of Richfield is being redeveloped. Item #IIISTATUS OF AIRPORT MITIGATION AREA BUYOUT Perry Thorvig, Community Development Specialist, presented drawings showing the areas designated as 87 DNL. City Manager Samantha Orduno stated that houses north of 66th Street in the 87 DNL will be purchased first, then the apartment buildings. Once we receive more funding we can begin working on the areas south of 66th Street. Joint Council/School Board Meeting Minutes-3-November 27, 2000 Item #IVCITY AND SCHOOL 2001 LEGISLATIVE PRIORITIES Bill Fillmore, Liquor Operations Director, discussed an issue being presented to the City Council this evening that would allow the sale of wine, wine coolers and associated products by dispensaries other than duly authorized off-sale liquor stores. The City will oppose this resolution before the Minnesota State Legislature. Terry Freeman, School Board Chair, presented a Preliminary Audit Report and the 2001-2002 Financial Projections.
