CITY COUNCIL MEETING MINUTES

November 13, 2000
CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 6:00 p.m.
ROLL CALL
Members Present:Martin Kirsch, Mayor; Susan Rosenberg; and Russ Susag.
Members
Not Present:Sue Sandahl and Kristal Stokes.
Staff Present:Steven Devich, Acting City Manager; Deborah Guiher, Deputy Clerk;
and Bruce Palmborg, Community Development Director.
Item # IANNUAL MEETING WITH CHARTER COMMISSION
The following Charter Commission members were present:
Jan Anderson
Arnie Auchstetter
John Easterwood
Gordon Herrboldt
Paul Muilenberg
Charter Commission President Paul Muilenberg stated that there had not been a
great deal of activity this year for the Commission. However, next year they may do some
amending to the Charter. Questions were raised regarding section 8.04 and 8.05 of the
City Charter. Also next year they may re-visit the residency policy for the City Manager.
To date they have 15 members to the Commission. Two positions will be open; one will

open the end of November and the other the beginning of the year. For anyone interested
in filling these positions, please get an application from City Hall.
Mayor Kirsch thanked the Commission for their service to the City.
Item # IIDISCUSSION OF CITY HALL COMMUNICATION METHODS
Acting City Manager Devich tabled this item until City Manager Orduno is present.
Item # IIIUPDATE ON SOUTH METRO PUBLIC SAFETY TRAINING FACILITY
Acting City Manager Devich stated that City Manager Orduno will discuss this issue
at a later date. City Manager Orduno would not recommend this project at the present
time due to the cost.
Mayor Kirsch stated that the Council needs to decide if this issue should be
pursued in 2001.
Council Member Susag asked what the cost would be if a comparison check was
made on the options available to the City regarding the training facility.
