2024-04 CSCRICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION DRAFT MINUTES UNTIL APPROVED BY THE CSC.REGULAR COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, April 16, 2024 Richfield Municipal Center PRESENT CSC:Adam Kerekes, Tessa Johanson, Hayley Tompkins, David Vrieze Daniels, Mike Devane, Kris Anderson, BJ Skoog, Jessica Johnson-Kreps, Jim Reilly STAFF: Karl Huemiller (Recreation Director), John Evans (Analyst/Recording Secretary), Mattias Oddsson (Engineer), Rachel Lindholm (Sustainability Specialist), Chris Link (Dep. Public Works Dir), Chad Donnelly (Utilities Sup) ABSENT CSC: Grace Bronken, Jeff Klein JOINT MEETING CALL TO ORDER Chair Johanson called the joint CSC/SC meeting to order at 7:03. < PUBLIC WORKS STAFF PRESENTATIONS Oddsson presented the City’s Stormwater Pond Priority Plan and the Richfield Bloomington Watershed Management Organization report. < Link provided an update on the City’s Forestry program, summarizing Emerald Ash Borer-related tree removals and replantings. A Sustainability Commission member suggested trying the Innova poplar-based hybrid variety. He said that the plan also involves selectively treating many trees for EAB. Link reported on the latest park maintenance projects. He reported that many park maintenance staff members are helping with street sweeping; he said that summer staff recruitment has started slowly. He said that staff intends to update park trash barrels, picnic tables, and wood chipping in the play lots. ADJOURNMENT Joint meeting adjourned by consensus at 7:53 pm. CSC MEETING CALL TO ORDER/APPROVAL OF MINUTES Chair Johanson called the CSC meeting to order at 7:54. Motion to approve the minutes of the regular March 19 meeting. Approved. STAFF REPORTS Recreation Services Huemiller provided the staff update: 12 construction managers submitted proposals for the Wood Lake Building Project. Fee Assistance Program is off to a strong start. Three park buildings will be rented out beginning this summer: Jefferson, Madison, and Washington. Pie Cycle podcast will be conducting an interview with Karl about the Taft Bike Park. Staff is working with the Richfield 4th of July Committee is working on this year’s celebration, including parade and fireworks. Park cleanup, hosted by the Sustainability Commission, will be on April 20 and the Staff/Council cleanup will be on April 23. ACTION ITEMS 2025-2030 Recreation Capital Improvement Plan Huemiller said that this is the same plan reviewed by the CSC in March. He reviewed the plan to set some funds aside as Parks Major Maintenance in order to better allocate that as projects come up in the next few years. Johanson moved, seconded by Skoog, to recommend Council approval of the 2025-2030 Parks and Open Space Capital Improvement Plan. Approved.
