2023-05 CSCMay 16, 2023 REGULAR COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, May 16, 2023 Donaldson Park Building PRESENT CSC:, Jenna Hanson, Adam Kerekes, BJ Skoog, Hayley Tompkins, David Vrieze Daniels, Mike Devane, Tessa Johanson, Jessica Johnson-Kreps STAFF: Amy Markle (Recreation Director), John Evans (Secretary) Bonnie Hanna-Powers (Farmers Market) ABSENT CSC: Brooke Nelson, Meredith Bruzek OTHERS: Crystal Brakke (school board) COUNCIL: Ben Whalen Call to Order/Approval of Minutes Chair Johanson called to order at 7:03. Johanson moved, seconded by Hanson, to approve the minutes of the regular April meeting. Approved. Staff Reports Recreation Services Director Markle reported on the following legislative and recreation updates: • Staff is monitoring legislation on marijuana bill (which would prompt local laws about usage in parks, etc), local sales tax, and the all-cash bonding bill. • Full summer staff for programs; playground program and the outdoor pool will be fully staffed. • Bike park public engagement has gone well. Hope is to construct it in August; ribbon cutting in September. • Skate park expansion designer has the plans complete and is providing visuals and a price quote. Fall build. • Playground at Monroe will be finished as soon as this week. Sheridan will begin soon after. • Outdoor Pool will be filled this week. Splash pad plans should be brought to the CSC next month. • Events: Richfield Leadership Network Workshop, Memorial Day Ceremony, Juneteenth, Hoop Local Tournament at Donaldson (July 22) to benefit new hoops at Taft, Lil Sparkler (Friday, June 30 Family Night, Band Shell), Flags for Forefathers motorcycle ride from the Ice Arena to Fort Snelling cemetery. • Summer camps (Wood Lake and sports camps) and programs are filling up fast. Discussion Items Farmers Market Market Coordinator Hanna-Powers provided an update about the 2023 Farmers Market and reviewed all of the events planned in conjunction with the Saturday morning market, supported by several new sponsors, including Visit Richfield, who is sponsoring the Music at the Market series. Hanna-Powers said that they have over 2,000 visitors on many weeks. Donaldson Park Building Markle reported that the warming house building, where the group was meeting, is 50 years old and in very rough shape. She said that the storage building, which is 60 years old, had an upper floor built onto it about 50 years ago, and with rain leaking in this year, that upper floor has become structurally unsound. Markle said that, upon inspection, it was determined that the building could no longer be used and will have to be demolished. She described the needs to be met with a new building: warming house, equipment storage, some kind of picnic facility, and general purpose use.
