2020-01 CSCRICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION DRAFT MINUTES UNTIL APPROVED BY THE CSC.REGULAR COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, January 21, 2020 Richfield Municipal Center (6700 Portland Ave) PRESENT CSC: Joannette Cintrón de Núñez, Dan Smieja, Kevin Wendt, Anne Flake STAFF: John Evans, Amy Markle ABSENT CSC: Art Felgate, Lisa Rudolph, Carolyn Engeldinger, Danielle Indovino Cawley, Joseph Miller Call to Order Recreation Services Director Markle called the meeting to order at 7:15 pm. Approval of Minutes Due to not meeting a quorum of members, November’s minutes were not approved. Staff Reports Recreation Services Recreation Services Director Markle reported on the following: Wood Lake’s Candlelight and Ice event drew over 1,200 people Three new full-time staff people have started in the Recreation Services Department in the last two months Playground community builds this summer at Washington and Madison Arena Refrigeration Project bids came in under budget and the contract was approved by Council Inclusive Playground Project received a $300,000 Hennepin County grant Wood Lake’s boardwalk will be replaced over the winter Discussion Items 2019 Accomplishments/2020 Goals Markle reviewed the projects completed in 2019 Nicollet/Jefferson/Taft Parks Playground Replacement Community Band Shell Revised Event Permit Application Round-Up Program: $5,000 for Wood Lake bus scholarship, $20,000 for inclusive playground project Arena Refrigeration Project Contract Award Markle reviewed projects slated for 2020 Dog Park New Playground Equipment at Madison, Washington, and Taft (a second playlot) Arena Refrigeration Upgrade Dog Park Markle said that the only viable site determined for the dog park is the east side of Roosevelt Park, which is currently used for under-used skating rinks and open green space. She said that much of the work will be done in-house, which will help meet the $80,000 budget, rather than the $120,000 cost that WSB estimated. She said that the site has been chosen because of lighting, running water, a parking lot, and distance from conflicting uses and private residences. She said that Taft was either too close to playgrounds or was in areas prone to flooding; the area that had been considered at Donaldson was too close to private residences. Inclusive Playground Grant Update Markle reported that the City was awarded the $300,000 Hennepin County Youth Sports Grant and has earned $20,000 through the Round-Up Program at the liquor stores, and $180,000 from capital improvement funds. She said that $200,000 is still needed for the project and staff will be approaching businesses to inquire about partnership.
