Call to Order
Rudolph called the meeting to order at 7:00 pm.
Approval of Minutes
Felgate moved to approve the minutes of the regular September 17 and October 15 meeting. Approved, ayes all.

Recreation Services Director Markle reported on the following:
Wood Lake Boardwalk Removal and Upcoming Replacement
Karen Shragg, Nature Center Manager, retiring. Recruiting for her replacement
Ice Arena Refrigeration Project
Sustainability Commission being formed
Round Up for Richfield Parks Program at the Liquor Stores
Playground Replacement Wrap-Up: Jefferson, Nicollet, and Taft Parks

Sustainability Specialist Lindholm reported on the following:
Bids received for organizing collection of organic composting

Inclusive Playground Grant Update
Markle reported that the Hennepin County Youth Sports Grant application was submitted, with many letters of support from community groups.
Action Items
Revised Special Event Permit Guidelines
Markle reviewed the Special Event Permit Application and Guidelines, including updated fees and language asking groups to provide sustainability practices, recycling and organic services,
as well as garbage. She said that the revision combines several different special event permit applications into one. She said that the fees are on par with neighboring communities
and often merely allow the City to break even because of the work and staff time required to assist with special events. She said that the permit process and guidelines allow for staff
to regulate the number of special events that use Richfield’s public space each year, in order to minimize wear and tear on facilities and inconvenience to residents. Wendt moved to
approve amendments and revisions to the Special Event Permit Guidelines and Application. Approved, ayes all.
Friends of Wood Lake Board Reappointment
Engeldinger moved to approve the reappointment of Mary Oakland to the Friends of Wood Lake Board of Directors. Approved, ayes all.
Cancel December Meeting
Smieja moved to cancel the regular CSC meeting scheduled for December 17. Approved, ayes all.
