2018-10 CSCREGULAR COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, October 16, 2018 Richfield Municipal Center (6700 Portland Ave) PRESENT CSC:Anne Flake, Kevin Wendt, Dan Smieja, Lisa Rudolph, Art Felgate, Andy Soto, Ava Noack STAFF: Jim Topitzhofer, John Evans, Chris Link SCHOOL BOARD: Crystal Brakke ABSENT CSC:, Ron Macklem, Carolyn Engeldinger, Joannette Cintrón de Núñez, Danielle Indovino Cawley PLAN COM: Rick Jabs COUNCIL: Edwina Garcia Call to Order Topitzhofer called the meeting to order at 7:06 pm. Approval of Minutes/Agenda Minutes and Agenda: Minutes of the July and September were approved by consensus. Staff Reports Recreation Services (Topitzhofer/Link) -Trail flooding at Wood Lake Nature Center, Vets Park, and Taft Park -Organics Drop-Off Sites Program, pending approval of the Hennepin County Board meeting on October 25. -Richfield Bandshell is nearing completion (delayed somewhat by weather) -The new Nichole Stavros Sledding Hill benches at Monroe Park, donated by a former resident. -The U of M approached Richfield Recreation about a research/report program that evaluates the barriers that are in place to reaching out to low-income and minority populations in the community. Discussion Items Nicollet Park Improvements Topitzhofer and Link relayed suggestions from neighbors of Nicollet Park regarding ideas for improvements. Topitzhofer said that the play equipment is scheduled for replacement in 2019, so there might be opportunities for other improvements. Link said that neighbors have asked about cracked bituminous trail, unused tennis court, volleyball court, and ballfield, poor condition of the asphalt basketball court, etc. Rudolph asked if there’s room for a soccer field. Link said that a small soccer field may fit. Flake said that the swings could be moved to be closer to the other play equipment. Topitzhofer said that he will meet with a few neighbors to ask about usage of some of the facilities, especially the tennis court. Felgate asked if there are picnic facilities at the park; Link said that there is not a good picnic area. Soto said that the basketball court gets good use, along with a few of the picnic tables. Wendt asked if the path near the volleyball court be moved to the west if the court was removed. Rudolph asked about space for lawn games. Link said that concrete game amenities are available, like ping pong tables and bags boards. Topitzhofer said that he will explore new ideas for the park after talking with neighbors, then bringing the topic back to the CSC. Action Items Friends of Wood Lake Board Appointment Flake moved to appoint Dustin Olson to a three-year term on the Friends of Wood Lake Board. Approved, ayes all. Committee Reports Transportation Commission: Flake reported. 66th Street is paved, 70th Street is reopened. Friends of Wood Lake Board: Topitzhofer reported on their upcoming Halloween event on October 20, 2:00-6:00 pm. Planning Commission: Smieja reported. Arts Commission: Rudolph reported; sidewalk poetry project continuing soon. Friendship City Commission: Topitzhofer reported. Honoring All Veterans Memorial: Topitzhofer reported on the French Toast Breakfast on October 14. Organics Task Force: Topitzhofer reported that a Green Corps Member has started and is working on the project.
