Approval of Minutes/Agenda Motion and second made to approve the minutes of the regular September meeting. Approved, ayes all. Thompson moved, seconded by Basso, to approve this evening’s agenda. Approved, ayes all. Staff Reports Recreation Services </Topitzhofer reported on the following: Band Shell Sound Study: A sound engineer tested a simulated concert at Vets Park and determined that the sound level fell within the City’s noise ordinance limits in all areas except those along the bordering streets, where existing ambient noise contributed to the total measured level. So, recommendations were made to the Council to not allow the sound level to exceed 87 decibels, which will keep the sounds within the noise ordinance limits. The Council approved these study results and approved a contract with a construction management firm.< Community Center Updates: <Carpet and HVAC updates were done. Parks Master Plan: <Next year, the City’s Comprehensive Plan will be updated, which will include an update of the Parks Master Plan. Action Items Geocaching Policy </Topitzhofer presented a draft geocaching policy, based on policies used by other cities and counties. He said that the policy is written with respect to the basic federal, state, and municipal laws. He said that most current geocaching in Richfield happens at Wood Lake Nature Center, so their staff is familiar with the activity. He said that he designated Wood Lake Nature Center Naturalist Scott Ramsay as the person with whom members of the public will have their geocaches approved before putting it in place. Thompson moved, seconded by Rudolph, to approve the geocaching policy. Approved, ayes all. Discussion Items Public Works Project Update </Link presented plans for bike path striping in the northwest corner of Richfield. He presented a summary of a pilot project on a section of 69th Street from Penn to Xerxes Avenue, using striping to accommodate and encourage pedestrians and placing delineators to reduce speeds. He said that staff will work with snowplowing plans in the winter to handle these different traffic lanes. <He presented an overview of the completed Portland Avenue reconstruction, which features LED lighting, different light placement at intersections to improve pedestrian safety, and trails and sidewalks more removed from the street. Alternative Planting Areas in Parks </Link reintroduced the plan that had previously been called a “low-mow” plan, but there are more options than just letting existing plantings grow longer, like native-grass plantings, pollinator-promoting plantings, and rain gardens. He said that these alternatives would be suggested for areas that are difficult to maintain and mow, like hilly areas and low, wet areas. He said that Madison Park would be a good park to try some alternative plantings.< Human Rights Commission Diversity Initiative </Topitzhofer presented a survey being taken by the Human Rights Commission to assess the demographics of the City’s commission and board members, in an effort to promote greater diversity on the City’s advisory boards and commissions. Planning Commission: Cintron de Nunez provided the report.Arts Commission: Rudolph provided the report. Friendship City Commission: Topitzhofer provided the report.
