10-09-00 Worksession CITY COUNCIL MEETING MINUTES Richfield, Minnesota Special Study Session October 9, 2000 CALL TO ORDER The meeting was called to order by Mayor Kirsch at 6:00 p.m. ROLL CALL Members Present:Martin Kirsch, Mayor; Susan Rosenberg; Kristal Stokes; Russ Susag; and Sue Sandahl. Staff Present:Samantha Orduno, City Manager; Deborah Guiher, Deputy Clerk; and Bruce Palmborg, Community Development Director. Item # IANNUAL MEETING WITH PLANNING COMMISSION Planning Commission members present: Brenda BjorklundJohn Bjostad Mark TolvstadDavid Gepner William KilianTerry Ahlstrom Donna DrummondGordon Hanson Mayor Kirsch announced that the Planning Commission had agreed to have future Commission Meetings televised on cable beginning the first of the year. Planning Commission Members discussed the following issues: x The importance of having community response on issues regarding transportation and redevelopment. Residents that are interested in change should become a part of the planning. x Use of the Comprehensive Plan every year. Special Study Session Minutes-2-October 9, 2000 x Study Session held with the Chamber of Commerce. x Richfield Planning Commission hosting a meeting with other cities that are facing the same type of issues. x Ideas on how to attract families into buying homes being sold by seniors that are moving into senior housing. x Look at zoning for low intensity offices. City Manager Orduno discussed the Richfield 2020 Focus on the Future visioning forums. She stated that every five years the City should look at the direction the City is trying to move to. Changes will be recommended in the Comprehensive Plan. Council Member Susag requested the Planning Commission review City policy on whether residents could buy two lots and build one large house on it without City approval. Mayor Kirsch thanked the Planning Commission for their dedication. Item # IIDISCUSSION OF DOG LICENSING AND KENNEL OPERATION POLICY City Manager Orduno discussed the difficulties in enforcing animal control. Community Service Officers respond to complaints, but often don’t see the actual problem themselves. Council Member Stokes would like to have a survey mailed to residents and give them an opportunity to voice their opinions.
