2012-11 CSC SPECIALPage 1 REGULAR COMMUNITY SERVICES COMMISSION REGULAR MEETING Thursday, November 29, 2012 Richfield Community Center (7000 Nicollet Ave) CSC: Gerry Charnitz, Greg Mangold, LuAnn Werner, Arlan Nelson, Michele Thompson, Reed Bornholdt PRESENT STAFF: Jim Topitzhofer, Nick Thompson PLANNING COMMISSION: Tom Rublein ABSENT CSC: Terry Heinze, Dan Edgerton, Bob Shotwell COUNCIL: Fred Wroge CALL TO ORDER Charnitz called the meeting to order at 7:02 pm. PROJECT PLAN SUMMARY Charnitz summarized the Band Shell Committee’s proposal as it was presented to the Community Services Commission. Topitzhofer explained that the band shell committee identified Vets Park as a possible location. He said that $250,000 is allocated in the City’s capital improvement plan, and private donations would be sought to supplement the project budget. PUBLIC COMMENTS  Airplane noise at Vets: too loud  Two other nearby bandshells (Centennial Lakes and Lake Harriet). No demand for another.  Too expensive and large in scope.  Scale the project plan to the existing site: Augsburg  Lyndale Gardens: better site. Developer already proposing one.  Lyndale Gardens area, better for foot traffic.  Wildlife would suffer and green space would be sacrificed at Vets.  Use liquor money to improve existing facilities, like playgrounds and trails  Takes attention and fundraising money away from other efforts to promote the arts  Parking inadequate at Vets  Centennial Lakes gets crowded with car traffic.  Too expensive to build. Concerned about tax money to run and repair it.  Richfield is too small to support it.  Performances would be too loud for neighbors to the south  West side of Vets Park would be a better location with playground and concessions.  Band shell would be used only a small part of the year  People would want the convenience of nearby business to get food.  Business owner on 66th Street: would benefit from foot traffic  Would provide schools and community band/theater with a venue.  City has $250k allocated…donations would determine scope of project.  Neighbors south of the park don't mind parking on 4th of July  Airplane noise is worse at Lake Harriet and may be worse at Lyndale Gardens  Would provide permanent seating rather than lawn chairs at Augsburg  Towns smaller than Richfield have bandshells; promotes sense of community  Would draw people to Richfield from around the metro.
