Bornholdt moved, seconded by Thompson, to approve the minutes of the regular May meeting. Approved, ayes all. Staff Reports Recreation Services Topitzhofer reported on the following: Swallows at Vets Park-Staff is following the procedures outlined by the US Fish and Wildlife Agency to remove swallow nests without eggs from the Vets Park picnic shelter. A resident has accused the City of not complying with the migratory bird treaties, but staff has complied with the law, as well as installed sounds to deter nesting, netted under the nests, and obtained a permit to properly control the swallows, which can become a health issue where people eat. Honoring All Vets Memorial-Construction bids have been received and are a little higher than anticipated, but will be brought to Council for the completion of the memorial. Augsburg Skate Park-Staff is still expecting final plans; fill material has been located, which will keep costs down. Discussion Items Bandshell Report-Topitzhofer reported that MAC provided flight pattern info related to changing air traffic along the Crosstown corridor and the bandshell group determined that it will be considerably noisier at Vets than at Lake Harriet Bandshell, but the group is still trying to define how restrictive the airplane noise will be to using Vets as a bandshell site. Edgerton said that the decibel level that is considered extremely disruptive to residents is identified as 66 db. Topitzhofer said that it may be a personal preference issue and he and Dave Butler are working together to determine if the 58 db level will make the site prohibitive to a bandshell. Edgerton offered to help analyze the noise-level data. Action Items Flea Market Policies Topitzhofer said that Arena Manager Klement would manage such a market. Topitzhofer asked the group if an eight-week booking, rather than a weekly agreement, would be preferable. Thompson, Heinze, and Nelson said that securing a vendor for eight weeks would be a better way to secure the revenue and have better control over which vendors will be present. Topitzhofer said that Dahl, who brought the proposal to the City, has asked about moving out onto the grass west of the shelter, but the City will be firm about keeping their booths and vehicles on the pavement. He said that the City’s staff will assign the location of each vendor. Klement said that he may consider a maximum number of booths per vendor so larger commercial interests don’t take over. Heinze asked if the limit could be one per business at first, then open up the possibility of two booths if the spots don’t all sell out. Thompson suggested more time allowed for tear-down (until 4:30 pm). Klement said that the departure time would still give the evening shelter rentals enough time (6-9 pm). Topitzhofer said that the revenue would go into the enterprise fund for the Arena/Pool/Mini-Golf/Shelter fund. Thompson moved, seconded by Nelson, to authorize staff to proceed with the Flea Market Policy as presented with recommended edits. Approved, ayes all. Roosevelt Park Play Equipment Selection Charnitz presented the five proposals that were received and scored, showing the criteria that the group used to score the proposals. He said that one was the clear winner in terms of design and fitness value: Clearwater Recreation. Topitzhofer said that, with the CSC recommendation, the contract would go to Council next week and installation would be complete by July (with the existing equipment already being removed). Edgerton moved, seconded by Heinze, to recommend Council approval of a contract with Clearwater Recreation for Roosevelt Park play equipment. Approved, ayes all. Committee Reports Green Team: Edgerton provided the report and suggested to Topitzhofer that the group work with the Green Step Cities efforts as work is done on that for Richfield. Planning & Arts Commission: Thompson provided the reports.
