Call to Order/Approval of Minutes
Acting Chair Till called the regular CSC meeting to order at 7:00 pm. Werner corrected the September minutes (incorrectly credited with the
HAVM report). Bornholdt moved, seconded by Mangold, to approve the minutes of the regular September meeting. Approved, ayes all.
Staff Reports
Augsburg Skate Park
Topitzhofer reported that the final contract with Spahn Ranch is not yet complete, but will be finalized and brought to the Council for final
approval.
Green Step Cities
Topitzhofer reported on this initiative to promote environmentally-friendly projects and practices. He said that a preliminary discussion is
scheduled at the Council study session on October 25; the Mayor is driving the effort. He said that the CSC will be involved with discussing
many aspects of the initiative.
U of MN Student Project
Topitzhofer said that Richfield has been chosen among some other municipalities and public entities to work with a program through the U of
MN where students help the organization with projects like tree inventories and other efforts as part of their course work.
Action Items
Friends of Wood Lake Board Reappointments
Gepner moved, seconded by Shotwell, to reappoint Emily Day, Jean Fox, and Nancy Stiller to three-year terms on the Friends of Wood Lake
Board. Approved, ayes all.
Discussion Items
Honoring All Veterans Memorial Landscape Plan
Topitzhofer said that the Council approved a loan from the Recreation Fund to complete construction of the Honoring All Veterans Memorial, to
be paid back by proceeds from engraving sales.
Do.town Health Initiative
Topitzhofer reported that Blue Cross Blue Shield is working with the mayors of Richfield, Bloomington, and Edina to launch an 18-month
program to help promote good health in these communities. He said that the details of the actual program aren’t yet clear, but it will be a
promotional effort to educate people about healthy living habits.
Topitzhofer said that there are other healthy living initiatives, grants and opportunities through SHIP and other sources. Topitzhofer
encouraged the group to share ideas about what barriers are in place to prevent healthy living. More sidewalks were suggested.
Committee Reports
Transportation Commission: Shotwell provided the report.
Community Bandshell Group: Topitzhofer provided the report; he
said that a brainstorming session is scheduled.
FOWL Board: Werner provided the report.
Arts Commission: Thompson provided the report.
Waste Hauling Study Group: Mangold provided the report, saying
that Maplewood has adopted their resolution of intent to organize
hauling. He said that it has become an election issue.
