2011-09 CSCSeptember 20, 2011 REGULAR COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, September 20, 2011, Community Center (7000 Nicollet Ave) PRESENT CSC Members Greg Mangold, Gerry Charnitz, Reed Bornholdt, Arlan Nelson, Michele Thompson, Dan Edgerton, LuAnn Werner, Dave Gepner Planning Commission Tom Rublein Staff Jim Topitzhofer, John Evans ABSENT CSC Members Bob Shotwell, Sarah Till Council Liaison Fred Wroge Call to Order/Approval of Minutes Charnitz called the regular CSC meeting to order at 7:00 pm. Bornholdt moved, seconded by Nelson, to approve the minutes of the regular July meeting. Approved, ayes all. Staff Reports Recreation Programs: Birds and Birdies Golf Tournament Topitzhofer reported on the new Wood Lake Nature Center fundraiser that replaces the FOWL Ball Golf Classic. He said that it was a moderate success and Wood Lake made money with 53 golfers at about $170 each. Action Items Augsburg Skate Park Design Topitzhofer said that, after receiving the initial round of proposals were received, the task force decided that the options were not adequate and the group should request a new round of proposals. He said that the group received a proposal from Spahn Ranch that they were very pleased with. He said that staff is negotiating a contract with Spahn Ranch. Mangold said that the experienced skaters on the task force have been pleased with the design. Mangold moved, seconded by Gepner, to recommend Council approval of a contract with Spahn Ranch to construct a tier-one skate park as proposed in their design. Approved, ayes all. Honoring All Veterans Memorial Landscape Plan Topitzhofer said that the Council approved the recommended site plan and gave direction to staff to propose multiple landscaping options with different cost options. He said that the plan is for the funds to be provided up front by the recreation fund (from the golf course and park condemnations) and the HAVM project would borrow from that and pay it back over time with engraving proceedings. Members asked if the landscaping option with the trees would affect fireworks viewing on the 4th of July. Rublein said that option C might impede the view of some lower fireworks. Topitzhofer was asked if the memorial has been vandalized; he said that it hasn’t. Gepner asked if there is a sprinkler system; Topitzhofer said that there is a plan for one, but the watershed district has a grant to pay for an irrigation system that uses stormwater. Gepner suggested Option C; Werner suggested Option B. Nelson asked if the berm removal would be included in any of the three options; Topitzhofer said that it is part of all three options and the work would be done by City staff. Gepner moved, seconded by Bornholdt, to recommend Council approval of Option C. Approved with one nay (Werner). Committee Reports Community Bandshell Group: Bornholdt provided the report. Charnitz asked if the group had considered Wood Lake as a location. FOWL Board:: Werner provided the report. Honoring All Vets Memorial: Werner provided the report. Planning Commission: Rublein provided the report. Waste Hauling Study Group: Mangold provided the report. He said that the Council’s reaction was lukewarm, but the Council did direct the group to watch what is happening in Maplewood and report back.
