2010-11 CSCNovember 16, 2010 REGULAR COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, November 16, 2010, Community Center (7000 Nicollet Ave) PRESENT CSC Members Dan Edgerton, Greg Mangold, Gerry Charnitz, Arlan Nelson, Sarah Till, Reed Bornholdt, Joe Springer, Bob Shotwell, Michele Thompson, Rodney Schmidt Planning Commission Rick Jabs Staff Jim Topitzhofer, John Evans, Jeff Pearson Others Jupe Hale (WSB & Associates) ABSENT Council Liaison Fred Wroge Call to Order/Approval of Minutes Charnitz called the regular CSC meeting to order at 6:59 pm. Thompson moved, seconded by Till, to approve the minutes of the regular September meeting. Approved, ayes all. Discussion Items Richfield Parkway Transportation Engineer Pearson and Hale presented options regarding the connection of Richfield Parkway/17th Avenue to Bloomington Avenue along 63rd Street at the south end of Taft Park. probably name specific parks in the policy. Topitzhofer said that vacating the road would present opportunity to put in filtering ponds and gain park land. Shotwell said that the redesigned roadway may attract redevelopment, the holding ponds would clean up the water, and the new roadways would make the park more visible and accessible. Schmidt asked if MAC has been approached about vacating the road around the lake; Hale said that they are in favor of vacating it. The group discussed the different options: roundabout at Bloomington and 63rd, regular four-way intersection at Bloomington and 63rd, two curved corners, and coming up around Taft Lake. Topitzhofer asked the group if anybody favored the road around the lake, which would affect the ability to vacate the road. No members preferred that option; the group agreed by consensus that the road around the lake is the least favorable option. Mangold and others preferred the “flow” option that would put non-intersection curves at both corners (south end of Bloomington; north end of 17th Ave). Topitzhofer said that all three prevailing options seem to have similar impact on the park. Hale agreed; Pearson said that the two options where residences are lost could be a potential gain to the park. Pearson asked the group if, between the two intersection options, the four-way was preferred to the roundabout because of questions about alteration to the road or more land needed. The group agreed by consensus that the four-way intersection was preferred over the roundabout. Edgerton said that it would be crucial to recommend a plan that considers design elements that are consistent with the Master Park Plan as it relates to pedestrian-friendly corridor spaces and beautification of the parkway that would compliment the park. Garbage Hauling Options Mangold told the group about a meeting held with Topitzhofer and Nature Center Manager/Recycling Coordinator Karen Shragg about the possible options for waste hauling that could lighten the wear on the roads and decrease the traffic. Mangold said that there were a few options mentioned: having the haulers agree to have just one of them remove yard waste, decrease the number of licensed haulers in Richfield by attrition, etc. Action Items December Meeting Schmidt moved, seconded by Mangold, to cancel the December meeting. Approved, ayes all. FOWL Board Member Appointments Thompson moved, seconded by Shotwell, to appoint Beth Quevli and Rebecca Johnson to the Friends of Wood Lake Board. Approved, ayes all. Committee Reports FOWL: Bornholdt provided the reported on the FOWL Ball event. Transportation Commission: Shotwell provided the report. Bike Planning Group: Edgerton provided the report. Community Bandshell: Bornholdt provided the report. Honoring All Veterans Memorial: Schmidt provided the report. Planning Commission: Springer provided the report. Arts Commission: Thompson provided the report. Other Topitzhofer paid tribute to former Community Services Commission member Chad Sharkey, who passed away on October 25.
