2008-07 CSCRICHFIELD COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, July 15, 2008 Richfield Art Center PRESENT CSC Members Gerry Charnitz, Jim Lunderby, Sarah Till, Gary Ness, Rodney Schmidt, Gordon Vizecky, Greg Mangold, Michael Christian, Joe Hoover Staff Jim Topitzhofer, John Evans Planning Commission Rick Jabs ABSENT CSC Members Joe Springer Council Liaison Fred Wroge Call to Order Vizecky called the meeting to order at 7:00 pm. Approval of Minutes Charnitz moved, seconded by Lunderby, to approve the minutes of the regular June meeting. Approved, ayes all. Other Items Ness asked about the possibility of offering recycling receptacles at Donaldson Park. Topitzhofer said that that was a goal identified by staff, but there have been some logistics to work out related to pick up, etc, but staff does intend to do it. Lunderby asked how the 4th of July went. Topitzhofer said that the event went well; more lights were added to the street dance and the rest of the park. He said that a pedestrian access/management plan was effective, the parade ran very well (new route), the Centennial component added a great element to the celebration. Jabs said that there were many very positive comments about the street dance and entertainment. Discussion Items Facility Dedication Request Steve Wendorf of the Richfield Hockey Association is applying for permission to install a plaque inside the Richfield Ice Arena, dedicating the facility to Al Payne; they’d like it in place by their hockey open house by September 27. Topitzhofer said that the group could wait until the application is completed and meet in August or September to review it or take action to recommend approval now. Vizecky said that this request should follow the procedure identified in the policy, so a subcommittee of the CSC should review the application when it’s complete. Charnitz said that the policy requires the subcommittee to make a recommendation to the CSC, who would vote to recommend it to the Council. Topitzhofer said that a subcommittee could meet with Wendorf to review the application. 7300 Upton Avenue Topitzhofer said that the Council tabled the park easement item last month after the CSC recommended approval because the homeowner, Russ Rooney, pulled the item and will present a different plan to the CSC in August. Staff Reports Topitzhofer reported on the Richfield Art Center He provided a summary of the Richfield Art Center, explaining that it is starting out as a one-room programming space with potential for expansion, similar to the way the Edina Art Center evolved. He said that heating repairs were made last year, so winter usage is more consistent, and AC may be installed eventually. He said that participation in the art classes has been good enough to go ahead with almost all of the classes. HAVM Statue Unveiling Topitzhofer also reported on the Honoring All Veterans Memorial Statue Unveiling on July 4. Centennial Mural A group of Richfield artists are in the process of painting a mural for the east exterior wall of the Community Center; the artists are painting the panels in the Fireside Room of the Community Center. Urban Wildland Half Marathon & 5K The course was redesigned. A bicyclist is sought to lead the 5K. Action Items Parks Master Plan Topitzhofer said that the plan has been discussed in detail now and is asking the group, if they’re ready, to recommend Council approval of the plan. Committee Reports City Hall Task Force Jabs provided the report. FOWL Christian reported on the FOWL Ball Golf Classic: Saturday, September 13, Fred Richards Golf Course, and the Urban Wildland Half Marathon & 5K, Saturday, August 2. Honoring All Veterans Memorial Schmidt and Topitzhofer provided the report; the granite tablets will be purchased and installed with the $100,000 from the State of MN. Planning Commission Jabs provided the report. Celebrations Commission Topitzhofer provided the report. Community Human Services Planning Council Till provided the report. Adjournment Ness suggested that the August meeting be held at the Madison Park Building. Ness moved, seconded by Christian, to adjourn. Meeting adjourned at 7:55 pm.
