Call to Order Chair Vizecky called the meeting to order at 7:04 pm.
Approval of Minutes Ness moved, seconded by Schmidt, to approve the minutes of the regular September meeting. Approved, ayes all.
Staff Reports Recreation Services
Topitzhofer reported on the following:
Wood Lake Halloween Event: Saturday, October 21. Christian suggested some traffic direction.
Discussion Items Parks Master Plan
Topitzhofer talked about kick-off efforts for the City’s Comprehensive Guide Plan, which will include the Parks Master Plan. He said that the City will be divided into quadrants for
the purpose of soliciting public feedback. Peloquin mentioned a Frisbee golf course and a park dedication fee. She asked if any benchmarking is done with other municipal park systems.
Ness and Peloquin suggested a commitment to no net loss of park land and maybe an effort to increase park area as land becomes available. Topitzhofer said that Greg Ingraham with Hoisington-Koegler
is an authority on park dedication ordinances and fees are usually set and standard from one community to the next. Topitzhofer said that the kick-off meeting is November 16. The group
agreed by consensus to appoint Peloquin as the key liaison to the group.
Action Items Cancel November Regular Meeting
Peloquin moved, seconded by Ness, to cancel the regular November CSC meeting, considering the master plan kick-off meeting. Approved, ayes all. The group will consider canceling the
December meeting after reviewing pending business.
Park Reports Richfield Lake Park
Vizecky provided the report. Ness asked about the possible sale of the Lyndale Garden Center area. Topitzhofer said that funds could be made available for new play equipment at the
park through MnDOT or a development. He said that he’ll invite Public Works staff to a CSC meeting to talk about dredging materials.
Fremont Park
Topitzhofer showed the group pictures of Fremont Park and discussed plans for new swings, curbing and other features.
Committee Reports Transportation Commission and City Hall Task Force
Ness provided the reports.

No reports.
Vets Memorial TF
Topitzhofer provided the report.
