2006-07 CSCRICHFIELD COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, July 11, 2006 Richfield Community Center PRESENT CSC Members Gordon Vizecky, Michael Christian, Ron Schwartz, Gloma Hamernick, Barb Kritzman Staff Jim Topitzhofer, John Evans ABSENT CSC Members Anna Berend, Rodney Schmidt, Gary Ness, Dean Johnson, Catherine Peloquin Council Liaison Fred Wroge Planning Com Liaison Kyle Hartnett Call to Order Chair Vizecky called the meeting to order at 7:11 pm. Approval of Minutes Schwartz moved, seconded by Kritzman, to approve the minutes of the regular June meeting. Approved, ayes all. Additional Items Christian asked if staff had heard an official word about bonding money for the Lincoln Field project. Topitzhofer said that no official word has come, but the project is not on any lists. Christian asked if the no-bonding option for Lincoln Field could begin. Topitzhofer said that it could. Christian said that input on the project should include both boys baseball and girls softball. Schwartz asked about the status of any acquiring of the Fort Snelling Golf Course. Topitzhofer said that the Minneapolis Park Board may be willing to part with the golf course if their lease is bought out, which would be $10 million. Topitzhofer said that this kind of capital investment was fairly unlikely. Staff Reports Recreation Services Topitzhofer reported on the following: Community Survey: The City Council decided that, with other capital projects being considered, a survey with the schools regarding a joint community center project would not be necessary now. The schools will proceed with renovating one of the pools. A survey will be conducted on other general issues. 4th of July Celebration: Successful, well-attended event. Good revenue at the street dance. Action Items Regular August Meeting Topitzhofer said that Community Development will invite the CSC to a Comprehensive Guide Plan planning meeting in August. Kritzman moved, seconded by Christian, to cancel the regular August meeting. Approved, ayes all. Park Reports Veterans Park Hamernick provided the park report for Veterans Park. Roosevelt Park Christian provided the park report for Roosevelt Park. Discussion Items Veterans Memorial Concept Plan Topitzhofer introduced Gorshe, who presented the memorial concept plan and the recommended location. He said that funding for the memorial will be similar to the method Long Prairie used: selling space for names in granite tablets to commemorate veterans who received an honorable discharge. Vizecky asked how the scale of the memorial compares to other memorials in similar spaces. Gorshe said that it is on the large side, but there are hopes that it will accommodate ceremonies. Schwartz asked if that much space is needed, who would perform maintenance/flag raising/lowering, about the possibility of vandalism and skateboarders, the possibility of a sunken area in an amphitheater-like area, if the prism will throw the light as planned, if an architect/engineer will be involved, if enough money could be raised and if it will fit with any long-term plans for the park. Gorshe said that walking/sitting space is necessary, but other options may be possible. Topitzhofer said that the group has considered phasing in the plan in pieces as funds are raised. Vizecky asked about snow removal and winter maintenance. Gorshe said that this is very preliminary, but he would like to see the bust of Lindbergh done in his lifetime. Vizecky said that the primary questions from the CSC would be the appropriateness of the scale and if the memorial fits with the long-term park plan and a follow-up report would be necessary before proceeding. Christian asked about any provisions on the land because of the DNR grants. Topitzhofer said that approval will be necessary from them, but problems are not anticipated. Schwartz asked if this would set a precedence for other memorials, sculptures and monuments. Topitzhofer said that veteran memorials in other parks are usually the only memorial in the park. Vizecky said that a funding plan with gates should be brought to prevent a half-finished memorial. Gorshe said that the phased-in plan helps to prevent that. Committee Reports City Hall TF and Planning Commission No report Transportation Commission Kritzman provided the report. FOWL Kritzman reminded people about the FOWL Ball Golf Classic on Saturday, September 9. RCHSPC Hamernick provided the report. Other City Hall TF and Planning Commission Schwartz is moving and is resigning from the CSC.
