2004-11 CSCNovember 16, 2004 RICHFIELD COMMUNITY SERVICES COMMISSION JOINT MEETING w/CITY COUNCIL Tuesday, November 16, 2004, 7:00 pm Richfield Community Center PRESENT Commissioners Barb Kritzman, Gordon Vizecky, Gary Ness, , Michael Christian Staff Jim Topitzhofer, John Evans, Cheryl Dragotis Planning Commission Liaison Kyle Hartnett Others ABSENT Commissioners Gloma Hamernick, Linda Slocum, Kevin McVay, Rodney Schmidt, Anna Berend, Dean Johnson, Bob Dietl Council Liaison John Enger Call to Order Chair Vizecky called the meeting to order at 7:06 pm. Public Comment Ness inquired about selling pull tabs in Richfield at private establishments. Kritzman and others said that it is allowed, with certain guidelines (auditing requirements, staffed booth, charitable cause). Topitzhofer said that Rick Jabs arranged for the sale of pull tabs to benefit youth athletics and would know some of the provisions. Approval of Minutes Due to the lack of a quorum, the approval of minutes was postponed to the next meeting. Program Spotlight Senior Programs Older Adult Recreation Supervisor Dragotis reported on Richfield’s Older Adult programs and special events: ? The Community Center Boutique raised $2,000 for the Center ? The Richfield Community Center Flu Shot Clinic served 215 people this year. ? Richfield Congregate Dining, which serves about 50 people every day, served 75-100 for some special events this fall. She showed a video, produced by the Vital Aging Network, about the options Richfield provides to senior residents. Staff Reports Recreation Services ? Topitzhofer summarized the Community Council Summit that several CSC members attended on October 19. ? He proposed the idea of assigning CSC members to visit different parks, take pictures, visit neighbors and gather thoughts from neighbors and bring the report back to the CSC. CSC members were in favor of the idea; Topitzhofer said he’d bring a report in January. ? He shared an article with the group about ensuring that the parks are accessible to all ethnic groups. It summarizes needs that tend to be those of the general public, with the exception of more picnic tables for extended family gatherings. Committee Reports Ballfield Improvement Task Force Topitzhofer said that the task force will be meeting again to further study the feasibility of a four-field complex. Golf Practice Facility Task Force Topitzhofer reported that the group toured a year-round facility in Chaska and met November 15. He said that the group will be touring some irons-only driving ranges. City Hall Task Force Ness said that the group has toured Edina and Bloomington City Halls. The group will be touring Lakeville and Roseville. Transportation Committee Kritzman said that the stop-sign policy was tabled. She said that 66th and Portland Ave. will be studied. FOWL Topitzhofer reported that Wood Lake received their latest Best Buy Technology grant. Planning Commission DRAFT MINUTES UNTIL APPROVED BY THE CSC. November 16, 2004 Hartnett provided the report. RCHSPC No report was given. Other Cancel December Meeting The group agreed by consensus to cancel the December meeting. Next Meeting Tuesday, January 18, 7:00 pm, Community Center Adjournment Meeting was adjourned by consensus at 7:57 pm.
