2003-10 CSCOctober 21, 2003 RICHFIELD COMMUNITY SERVICES COMMISSION MEETING MINUTES Tuesday, October 21, 2003 Wood Lake Nature Center Present: Commissioners Rick Jabs, Gary Ness, Rodney Schmidt, Barb Kritzman, Bob Dietl, Chad Sharkey Staff Jim Topitzhofer, John Evans, Kristin Abel Absent: Commissioners Gloma Hamernick, Gordon Vizecky, Linda Slocum Council Liaison John Enger Planning Commission Liaison Mark Tolvstad Prior to the meeting, Topitzhofer led a tour of the newly-remodeled Richfield Community Center. Call to Order The meeting was called to order by CSC Chair Jabs at 7:18 p.m. Approval of Minutes Sharkey moved, seconded by Kritzman, to approve the minutes of the September 16 regular meeting. Approved, ayes all. Program Spotlight Teen Programs Abel reported on Richfield Teen Programs, including Rockfield, teen night at the Outdoor Pool, & The Spot. Jabs mentioned the community-service hours that RHS seniors need to fulfill; he suggested advertising in the school newspaper. Sharkey suggested lowering admission to The Spot from $2 to $1. Jabs praised the program, saying that it meets a real need, & encouraged its expansion. Adaptive & Inclusion Services Abel provided a report on Richfield Adaptive & Inclusion Services. The group praised Abel’s efforts. Staff Reports Recreation Services Topitzhofer reported on the following: COMMUNITY CENTER REMODELING Remodeling is complete. The Community Center Open House will be held on Sunday, November 2, 2:00-4:00 pm. TRI-CITY/YMCA SKATE PARK A grand opening was held on October 1 & the facility has been very well-attended. Discussion Items Park Naming Policy The CSC reviewed a park-naming policy written by the National Recreation & Parks Association (NRPA). Jabs said that he, Slocum & Topitzhofer suggested different options for renaming the Roosevelt Fields after Del Meyer. By consensus, the group agreed with naming the tournament after Meyer & installing a plaque of recognition (Sharkey said that renaming the tournament is up to Richfield Baseball, Inc.). Schmidt suggested leaving the option open to renaming amenities in the event of large donations). Jabs said that letting a large donation dictate the naming of a park amenity could be seen as in conflict with the pristine nature of a public park; having RBI name the tournament after him would be a great honor. Ness agreed, saying that it would emphasize monetary donations over individual donations of time & energy. The group suggested plaques of recognition for cash donations. The group agreed, by consensus, to not name No Name Park. Committee Reports Ballfield Improvement Task Force Jabs reported that the group assembled criteria for design standards. At the next meeting, the associations will assess & evaluate needs. FOWL No report was given (FOWL is between events). Planning Commission No report was given. RCHSPC No report was given. Other Jabs said that he has applied for the Metropolitan Parks & Open Space Commission. Next Meeting Tuesday, November 18, 7:00 pm, Wood Lake Nature Center Adjournment Sharkey moved, seconded by Kritzman, to adjourn the meeting.
