RICHFIELD COMMUNITY SERVICES COMMISSION MEETING MINUTES
Tuesday, August 20, 2002
Wood Lake Nature Center

Call to Order The meeting was called to order by CSC Chair Jabs at 7:08 p.m.
Presentation Jabs showed the CSC the plaques that will be presented to the Fourth of July Committee in appreciation of their work.
Approval of Minutes Sharkey moved, seconded by Kritzman, to approve the minutes of the August 20 regular meeting. Approved, ayes all.
Other Items Ness requested a report about the charge for private school students to visit Wood Lake Nature Center. Topitzhofer said that his staff report will address this.
Jabs reported that the CSC team won low-score at the FOWL Ball Golf Klassic on September 14.

Committee Reports Outdoor Pool Task Force
Topitzhofer reported that the bathhouse has been demolished, the outer part of the deck has been removed and the land around it has been graded. He said that the foundation for the
bathhouse will be started on September 18 and the bathhouse may be completed this fall.
Skate Park Task Force
Topitzhofer said that staff is still awaiting word from a potential corporate donor.
FOWL
Dietl reported that the FOWL Ball Golf Klassic was a success, with 76 paid rounds and 72 in attendance and great weather.
Planning Commission
Kritzman provided the report.
Richfield Community Human Services Planning Council (RCHSPC)
Slocum reported that they are working on legislative initiatives (the primary issue being housing).
Staff Reports Topitzhofer reported on the following:
In the wake of large cuts in local government aid from the state, staff decided that all schools served by Wood Lake would be charged for their visits: public and private. In May, staff
approached all of the schools to inform them of this and the public schools expressed interest in being involved in a fundraiser to pay for these visits. This event, the Urban Wildland
Half Marathon, will be held next August and the parochial schools will be invited to get involved (Topitzhofer has already talked with Blessed Trinity and Mount Calvary staff about this).
Sharkey asked if non-Richfield public schools pay; Topitzhofer said that all non-Richfield and home schools have always paid. Ness said that when he attended parent night, the teachers
said that the information was just unfolding; Topitzhofer said that the private schools may not have prioritized the issue back in May when they were first notified. Hall said that
his impression was that charging for visits was not allowed because a grant from the county when the Nature Center was built. Dietl said that this probably referred to admission to
the park, not staff-led programming. Topitzhofer said that he’d research this.
The Ice Arena has suffered a bad month, with a malfunctioned air conditioner compressor and cooling tower on rink two. Then, lightning struck the cooling tower on rink one, which now
has to be replaced. Hall asked if only one quote was obtained. Topitzhofer said that three quotes were obtained.
The Richfield Community Center remodeling project was discussed by the Community Center Inter-Council, an advisory group for the older-adult programs, who are working on a report on
population trends and services for aging populations. He said that this group has a long-term picture that is crucial to the planning of the remodeling work and asked for a liaison
from the CSC.
