2001-10 CSC RICHFIELD COMMUNITY SERVICES COMMISSION MEETING MINUTES Tuesday, October 9, 2001 Wood Lake Nature Center Present: Commissioners Chad Sharkey, Rick Jabs, Tim Erlander, Jake Sedlacek, Gary Ness, John Easterwood, Linda Slocum, Maureen Scaglia Staff Jim Topitzhofer, John Evans Council Liaison Others Absent: Commissioners Allen Yun, Bob Dietl, Kari Johnson Council Liaison Susan Rosenberg Call to Order The meeting was called to order by CSC Chair Jabs at 7:03 p.m. Slocum acknowledged those who were able to attend the September CSC meeting on the day of the World Trade Center attack. Approval of Minutes Jabs suggested an addition to September’s minutes (Jabs suggestion to set up a test park to gauge the new dandelion control techniques). Erlander moved, seconded by Sharkey, to approve the minutes of the September 11 regular meeting with stated amendment. Approved, ayes all. Items Not On The Agenda Slocum added a discussion of phosphorous lawn fertilizer. Action Items None Discussion Items Ban on Phosphorous Lawn Fertilizer Slocum said that the Star Tribune had an article on October 9 about a proposed ban on phosphorous lawn fertilizers. She said that Minneapolis was discussing this ban and suggested that Richfield consider a ban on the sale or use of them as well. Erlander asked for more information from an expert; Easterwood asked if this was a CSC issue since it’s a City-wide ban and not just a park issue. Erlander suggested that it be brought to the Council. Easterwood mentioned that it might be part of Public Works’ discussion of wetland and shoreline management. Jabs asked Topitzhofer to raise the issue with other staff and ask for suggested course of action and, perhaps, return to the CSC with more information. Committee Reports Outdoor Pool Task Force Topitzhofer said that Gremmer and Associates was chosen by the selection committee from five proposals to be the consulting engineer on the pool renovation. He said that the committee liked the fit of Gremmer, the fact that they are a local office and they have done similar projects. He said that the Council approved the selection on October 8; staff will meet with Gremmer to discuss the project on October 18 and the Pool Task Force will meet with Gremmer on October 22. He said that March will be a target date to begin construction and the pool may be able to remain open for much of the season. Jabs said that Gremmer proposed impressive things for the $2.2 million budget Skate Park Task Force Topitzhofer announced a meeting on October 25 for all interested parties to kick off the fundraising efforts and discuss programming and other facets of the proposed facility. Easterwood asked if corporate donations would be considered as part of the project cost. Topitzhofer said that $100,000 will be sought from any and all sources for the project; $270,000 will come from the three cities and the YMCA. Richfield Visions 2020 Jabs talked about the special 2020 issue of Your City. He and Easterwood discussed the community-wide forums scheduled for October 23 and 24. FOWL Jabs said that the CSC defeated the Planning Commission at the FOWL Ball Golf Klassic on September 15. Planning Commission No PC report was given. RCHSPC Jabs provided the RCHSPC report. Staff Reports Recreation Services Topitzhofer reported the following: Adventure Gardens Mini-Golf Course year-end summary. 2001 summer park projects Renovation of Lincoln Field was mentioned as an upcoming project. Easterwood asked about field usage issues and what the status was; Topitzhofer said that the City will meet with the schools to discuss this.
