2001-05 CSC RICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION MINUTES Regular Meeting Tuesday, May 8, 2001 Wood Lake Nature Center Present: Commissioners Chad Sharkey, Rick Jabs, Tim Erlander, Gary Ness, Bob Dietl, Kari Johnson, Jake Sedlacek, Maureen Scaglia Staff Jim Topitzhofer, John Evans Council Liaison Absent: Commissioners John Easterwood, Allen Yun, Linda Slocum Council Liaison Susan Rosenberg Call to Order The meeting was called to order by CSC Chair Jabs at 7:02 p.m. Approval of Minutes Dietl moved, seconded by Sharkey, to approve the April 10 regular meeting minutes. Approved, ayes all. Action Items None Discussion Items Status of Outdoor Pool Renovation Project Topitzhofer said that the Task Force hasn’t met for a few months. The item is in the capital budget and the time is right to hire a consultant, which would cost approximately $8,000 (payable out of the operating budget). Sharkey said that the Task Force recommended the hiring of a consultant and it will be necessary to do so to proceed. Ness said that his wife was a member of the Task Force and felt that a consultant would be necessary to proceed. Jabs said that a consultant could confirm the projected costs and process outlined by the group. By consensus, the CSC directed staff to proceed with hiring a consultant. Status of Community Center Remodeling Project Topitzhofer said that the next step would be to hire an architect to guide the renovation options from here in an effort to keep the facility flexible in use. Sharkey asked about the liquor ordinance amendment and said that this decision would be crucial to an architect’s ideas. Jabs agreed that an architect should consider the liquor scenario, but should ultimately consider versatility. Topitzhofer said that potential group size was more crucial than liquor itself; Erlander said that the liquor ordinance revision would be pivotal to attracting banquets. By consensus, the CSC directed staff to proceed with hiring an architect. Committee Reports Skate Park Task Force Topitzhofer provided the SPTF report. He reported that the Edina referendum is coming up next week, which includes their $80,000 portion of the construction costs. The group is identifying potential funding sources. FOWL Dietl reported that the FOWL Dinner on April 27 was the biggest ever with 219 attendees and great revenue from the raffle, balloon prizes and the silent auction. He reported that the Nature Center celebrated its 30-year anniversary last weekend. Planning Commission Johnson provided the Planning Commission report. RCHSPC Jabs said that on May 23, a study will be presented on the trends in aging and other population changes. Staff Reports Recreation Services Topitzhofer reported on the following (unless otherwise stated): The Cinco de Mayo celebration was held at Taft Park the previous weekend and was a very positive event. The event may be held in the fall at a different location next year. The Richfield Dance recital was held over the weekend. The scoreboard advertisements do not comply with the signage ordinance. A public hearing was held at a Planning Commission meeting on the issue and the attendees were okay with supporting Richfield Baseball, Inc. The item will now proceed to the City Council with the recommendation that the ordinance be revised. A neighbor of Roosevelt, George Kenealy, helped draft an ordinance amendment for Roosevelt Park. Sharkey asked why only Roosevelt. Topitzhofer said that it was decided that the issue be handled on a park-by-park basis. Sedlacek said that each neighborhood could then attend each time a park’s signage is considered. Neighborhood meetings were held recently and the Nicollet Park neighborhood is displeased with the behavior at the basketball courts there and they want the courts removed. Staff decided to approach the users of the court about their behavior. Also, staff considered offering the formation of a league. A meeting will be held on Thursday at Fairwood and Monroe to discuss the park shelters one last time before purchasing and installing the shelter. A Councilmember suggested purchasing a third shelter for Augsburg out of this budget. By consensus, the CSC advised against purchasing a third shelter for Augsburg.
