ADVISORY COMMISSION MINUTES
Regular Meeting
Tuesday, April 10, 2001
Wood Lake Nature Center
Present: Commissioners Chad Sharkey, Rick Jabs, Tim Erlander, Allen Yun, John Easterwood, Gary Ness, Bob Dietl, Linda Slocum, Maureen Scaglia Staff Jim Topitzhofer, John Evans Council

Call to Order The meeting was called to order by CSC Chair Jabs at 7:04 p.m.
Approval of Minutes Easterwood moved, seconded by Dietl, to approve the minutes of the March 13 regular meeting and the March 27 special meeting. Approved, ayes all.
Action Items Consideration of Ordinance Amendment Regarding Bus Benches and Shelters
In light of the absence of Engineering Supervisor George Atkinson, Chair Jabs suggested tabling the issue, but invited representatives from the shelter and bench organizations to speak.
Award of Contract for Fairwood and Monroe Parks Shelter Construction
Topitzhofer said that the selection committee scored four proposals for two, metal open-sided shelters. The committee selected the proposal submitted by Flanagan Sales, based on the
RFP criteria. He added that the low price quotes will allow for upgrade of the Monroe shelter. He said that the large discrepancies between the quotes were the result of different
product. The new total for both shelters (with upgrade, plus demolition) is roughly $64,000 (with pathwork) and colors would be chosen by those who attend the neighborhood meetings
on April 21. Easterwood moved, seconded by Sharkey, to award the contract to Flanagan Sales with stated revisions, for the Fairwood/Monroe Shelter projects. Approved, ayes all.
Award of Contract for Little Bob’s Park Playfeature Replacement
Topitzhofer said that the selection committee scored four proposals for the replacement of the playfeatures at Little Bob’s Park. The committee selected the proposal submitted by EFA,
based on the RFP criteria. Slocum moved, seconded by Easterwood, to award the contract to EFA for the replacement of playfeatures at Little Bob’s Park.
Appointment of FOWL Board Members
Dietl said that Al Malmberg has applied to complete the term vacated by Cheryl Hjortaas. The term expires in July of 2001. Slocum moved, seconded by Scaglia, to appoint Al Malmberg
to the FOWL Board.
Discussion Items Swings at Jefferson Park
Topitzhofer said that a resident called to suggest the installation of swings at Jefferson Park. He told the CSC that he would investigate the feasibility.
Committee Reports Skate Park Task Force
Topitzhofer provided the SPTF report.

Dietl mentioned the FOWL Dinner, Friday, April 27, Embassy Suites, Bloomington.
Planning Commission
No Planning Commission report was provided.
RCHSPC
Jabs provided the RCHSPC report. Tom Scaglia was elected Chair.
Staff Reports Recreation Services
Topitzhofer reported on the following (unless otherwise stated):
Richfield Baseball, Inc. has agreed to lease the Roosevelt concession stand for $500/year. They will continue to pay a maintenance fee of about $2,500/season. Staff has approached
the Planning Commission about allowing advertising on scoreboards at Roosevelt, which is against City sign code. The CSC recommended by consensus to grandfather in advertising on scoreboards
for the little league groups.
Park neighborhood meetings: April 21 and April 28.
Evans reported on recent efforts to revitalize the Adopt-A-Park program and the April 28 park clean-up.
Bloomington’s pool will be closed and Richfield staff will offer Bloomington residents the Richfield resident rate for pool passes.
The cell tower at Madison Park was approved at the April 9 Council meeting.
The status of the Community Center liquor ordinance amendment was discussed.
