2000-03 CSC (2) RICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION MINUTES Tuesday, March 14, 2000 Wood Lake Nature Center Present: Commissioners John Easterwood, Chad Sharkey, Rick Jabs, John Enger, Maureen Scaglia, Tim Erlander, Jake Sedlacek, Bob Dietl, Allen Yun, Linda Slocum Staff John Evans, Jim Topitzhofer, Steve Devich, Mike Eastling Council Liaison School Liaison Jim Sloss Others Del Miller (Hennepin Parks), Adam Arvidson (SRF Consulting), Tom Rublein Absent: Commissioners Arnie Auchstetter Council Liaison Susan Rosenberg School Liaison Call to Order The meeting was called to order by CSC Chair Jabs at 7:00 pm. Jabs moved the special presentation to the first item on the agenda. Special Presentation Hennepin Parks First-Tier Trails, Greenways, and Parks Plan Del Miller, Hennepin Parks, and Adam Arvidson, SRF Consulting, presented the Hennepin Parks First-Tier Trails, Greenways and Parks Plan. The plan identifies possible trail corridors through several first-tier suburbs. Commission members, staff and audience members discussed several possible routes and options. Jabs urged audience members to communicate with the Commission and staff with questions and concerns. Approval of Minutes Erlander moved, seconded by Dietl, to approve the minutes of the January 11 Regular Meeting. Approved, ayes all. Staff Reports Enterprise Funds Administrative Services Director Devich reported that Rich Acres Golf Course will hold their final auction on March 18 and vacate by April 1; the Arena hosted a sectional hockey tournament recently; weather would soon be conducive to do work on the Mini-Golf Course; parking may become an issue at the Arena. Recreation Services Recreation Services Director Topitzhofer reported that the trail rebuilding project at Wood Lake Nature Center is nearing completion; a business sponsor has been approached about funding bridge repairs; staff is applying for a DNR grant for the refurbishment of a picnic shelter into an outdoor classroom; the Heredia Park play equipment has been removed; staff has met with Gramercy and Twin Cities Christian Homes about expanding senior services; open shelters were removed from Rich Acres with the intention of moving them to City parks. Action Items Heredia Park Play Equipment Selection Topitzhofer reported that a selection committee, including Sharkey, reviewed the proposals for the Heredia Park Playfeature Replacement Project and chose to recommend Earl F. Anderson, Inc. as the winning proposal using rigorous scoring criteria based on the request for proposal. Yun moved, seconded by Erlander, to recommend to the Council the award of contract to Earl F. Anderson for the Heredia Park Playfeature Replacement Project. Approved, ayes all. Discussion Items CIP/CIB First Draft Review Devich reviewed the first draft of the capital improvement program/budget plan. He asked the Commission to provide cursory feedback on the plan. Public Works Director Eastling and Topitzhofer reviewed several items with the Commission, as well. Devich requested that the CSC attend the joint meeting with the Planning Commission on March 28. Vets Park/Portland Avenue Sidewalk Replacement Eastling reviewed the plan to reroute a section of sidewalk along Portland Avenue in Veterans Memorial Park. Topitzhofer asked about the need for a neighborhood meeting on this topic; Jabs suggested that one be held. Committee Reports Outdoor Pool Task Force OPTF Chair Rublein gave the OPTF report; shared the results of the Remodeling Fair survey; mentioned the upcoming pool manager panel discussion (March 22). Community Center Sub-Committee Jabs gave the CCSC report; next meeting is April 6. FOWL Dietl provided the FOWL report; mentioned the FOWL Dinner on April 28. Planning Commission Auchstetter was absent; no PC report was given. Adjournment Sharkey moved, seconded by Yun, to adjourn. Meeting adjourned at 9: p.m. by consensus.
