2000-10 CSC RICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION MINUTES Tuesday, October 10, 2000 Wood Lake Nature Center Present: Commissioners Chad Sharkey, Rick Jabs, John Enger, Bob Dietl, Maureen Scaglia, Linda Slocum, John Easterwood Staff John Evans, Jim Topitzhofer Council Liaison Susan Rosenberg School Liaison Jim Sloss Others Absent: Commissioners Arnie Auchstetter, Tim Erlander, Allen Yun, Jake Sedlacek Council Liaison School Liaison Call to Order The meeting was called to order by CSC Chair Jabs at 7:03 p.m. Approval of Minutes/Agenda Revisions Jabs called for revisions to current agenda. No changes. Jabs mentioned a revision of the September 12 minutes (revise the motion on the cell-signal antenna to not include the neighborhood meeting request). Sharkey moved, seconded by Slocum, to approve the minutes of the September 12 regular meeting with said changes. Approved, ayes all. Staff Reports Recreation Services Recreation Services Director Topitzhofer reported the following: Madison Park neighbors at the cell-signal antenna meeting approved of the construction of the antenna if the antenna were built at the north end of the park. Staff intends to hold another Madison Park neighborhood meeting for an update. Topitzhofer met with staff from Community Development and Qwest to ensure that locating the cell tower at the north end would be feasible. Topitzhofer said that he ensured that neighbors preferred to construct a new pole rather than use the existing light pole at the south end. On October 12, staff will dedicate the donated bridges at Wood Lake Nature Center to Gramercy Corporation and Frana and Sons, Inc. The Older Adult Services Collaborative is up and running with Community Center Manager Lil Hipp already working on-site part-time. A new older adult housing facility has approached staff about joining the collaborative. Action Items Combination of November and December Meetings Slocum moved, seconded by Enger, to combine the November and December meetings in November. Approved, ayes all. Discussion Items Fairwood Skating Rink Survey Jabs said that he’s in the process of coordinating the execution of the door-to-door survey to determine residents’ interest in a rink at Fairwood. The results will be addressed at the November meeting. Topitzhofer said that feasibility would also have to be studied (re: lighting, drainage, etc.). Committee Reports Skate Park Task Force Topitzhofer reported that a Youth Initiative Grant application is being completed for $250,000. A concept has been determined (indoor skateboard/inline-skate facility). An architect has volunteered to assist with the concept planning. Outdoor Pool Task Force Topitzhofer reported that a meeting will be held on October 17. He said that the group will further discuss which option will be presented to Council, consider seeking engineering consultation to help visualize the scope of each option in more detail and consider conducting market research. Sharkey and Easterwood advised that technical and demographic consultation be sought to clarify the choices. Jabs urged that the group conduct market research and surveys to make an attempt to obtain representative information. Topitzhofer confirmed that the CSC agreed, by consensus, to seek both types of consultation. Dietl expressed concern about the opinion of the community in light of the result of the Community Center referendum. Community Center Sub-Committee Jabs reported that the group hasn’t met for two months. The group will be examining the results of the Richfield 2020 Visioning Process. FOWL Dietl reported that the FOWL Ball Golf Klassic made about $7,000. Planning Commission Auchstetter absent; no report was given. Other Jabs asked that Secretary Evans look into alternate locations for the meeting. Next Meeting Topitzhofer said that the Little Bob’s Park neighborhood meeting will be held prior to the next CSC meeting. Staff will also bring the Liquor Ordinance Amendment item to the CSC.
