2000-07 CSC SPECIAL RICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION MINUTES Special Joint Meeting with the City Council Tuesday, July 10, 2000 Richfield City Hall Present: Commissioners Arnie Auchstetter, Chad Sharkey, Rick Jabs, John Enger, Allen Yun, Jake Sedlacek, Linda Slocum Staff John Evans, Jim Topitzhofer, Steve Devich, Al Payne Council/Mayor Martin Kirsch, Susan Rosenberg, Kristal Stokes, Russ Susag Others Members of the Outdoor Pool Task Force, Larry Wozniczka Absent: Commissioners Tim Erlander, Bob Dietl, John Easterwood, Maureen Scaglia Call to Order The meeting was called to order by Mayor Kirsch at 6:05 p.m. Outdoor Pool Outdoor Pool Renovation Options Recreation Services Director Jim Topitzhofer introduced OPTF Chair Tom Rublein. Rublein introduced OPTF Member Nelson French. French presented four options, identified by the OPTF, for renovation of the pool, each different in scope and price. Councilmember Rosenberg suggested that the group gauge the community’s opinion with a survey; Sharkey said that only a small percentage of Richfield’s population uses the pool, but it’s vital to the City. Jabs said that the OPTF would want to consider the public’s feelings; Councilmember Susag said that the community needs to renovate the pool and a survey is not recommended. Topitzhofer asked if the topic could be incorporated into the planned visioning sessions; Stokes said that some type of community involvement would help spread the word. Mayor Kirsch advised that more research regarding planning and engineering costs should be gathered. Topitzhofer presented several possible funding options, including special revenue, private sponsors, park dedication fees (an idea that would be brought to the Council in the future), etc. Skate Park Skate Park Proposal Topitzhofer reported that he had been working with the Cities of Bloomington and Edina and the Southdale YMCA to plan a skate park to be jointly constructed. The park is being considered for Adams Hill Park, he said, and area youth are being included in the planning process. Councilmember Rosenberg said that the youth were extremely enthusiastic and positive at the meeting. All Councilmembers and Mayor Kirsch encouraged Topitzhofer to continue working on the proposal.
