Call to Order
The meeting was called to order by Rick Jabs at 7:00 p.m. in the Community Meeting Room of the Water Plant.
Temporary 3.2 Malt Liquor License for Fourth of July Committee
T. Scaglia explained the Fourth of July Committee’s wish to serve beer and wine cooler on July 3, 1999 at the Street Dance, scheduled to be held in Veterans Memorial Park. The dance,
sponsored and run by the VFW in past years, will be moved due to the vacation of the VFW building. Scaglia said that the proceeds from this sale would be crucial to the Committee since
the celebration continues to increase in cost and the revenue from donations and other sources is maximized.
He stressed that the priority would be safety and confinement. Insurance issues are being explored, he said, and the City Attorney is working on the ordinance that would permit beer
in the parks for this event. Auchstetter asked if this would set a precedent. T. Scaglia said that setting a precedent would be avoided. Watson added that the ordinance would be crafted
to avoid such a precedent.
Christensen clarified that this would be a 3.2 Malt Liquor license (formerly known as a Non-Intoxicating Beverage license) and would permit the dispensation of only 3.2 beer and wine
cooler. She also asked the Committee to consider nuisance issues and to notify neighbors and keep noise under control. She cited noise calls in the VFW neighborhood in the past.
Sharkey inquired about containment. White explained that park maintenance would help with that. Three-quarters of the parking lot would be fenced off and the beer area would be another
area fenced off within that area. Beer could only be purchased within the inner fenced area. Sandell voiced concerns about containment, the control of sales and pedestrian traffic
control across Portland. Dietl, Jabs and Krohn inquired about the cost of uniformed police officers to control traffic and containment of the beer area. Sandell replied that it would
be about $1000-$1400 for five hours with six to eight uniformed officers.
Watson clarified that this item would go to the Council after the CSC approves the permit. Then, the ordinance that the City Attorney is working on would have to go before the Council
as well. Scaglia said that the earlier this was finalized, the better it would be for the planning of the event.
Councilmember Stokes asked how much beer would be sold. Scaglia said that 33 barrels have been sold in the past.
Jabs asked for someone to make a motion. Sharkey made a motion to recommend to the Council the approval of the temporary 3.2 Malt Liquor license to the Fourth of July Committee. Erlander
seconded, added that the Committee would have to adhere to the items in the memo forwarded to the Commission as well as examine noise issues. Jabs called for any final discussion.
Motion approved, ayes all.
Jabs added that a letter to citizens should go out notifying them of the change in location and the issues that are being addressed. He suggested that the letter go beyond the immediate
neighborhood.
