1999-12 CSC RICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION MINUTES SPECIAL MEETING Tuesday, December 21, 2000 Wood Lake Nature Center Present: Commissioners Arnie Auchstetter, Robert Dietl, John Enger, Rick Jabs, Maureen Scaglia, Chad Sharkey Staff Jim Topitzhofer, John Evans, Frank White, Tom Foley Council Liaison School Liaison Others Steve Schwanke (RLK), Brian Sullivan (RLK), Larry Wozniczka Absent: Commissioners John Easterwood, Tim Erlander, Carol Krohn, Denise Schaefer Council Liaison Susan Rosenberg School Liaison Jim Sloss Call to Order The meeting was called to order by CSC Chair Jabs at 7:12 pm Discussion Items Cedar Avenue Redevelopment Topitzhofer introduced Steve and Brian from RLK, the development consultants who have been creating proposals for the type of usage of the Cedar Avenue corridor. He said that the goal is to not decrease the net number of residences in the area and to rework the park areas based on an examination of the needs of the community. He stressed that this meeting was for preliminary input, not any final decisions or recommendations. Steve and Brian showed the group different plans. One would be more urban with residences and businesses closer to the street. Another would utilize a linear park concept with an elongated green space. Others were variations of this. Some commercial space would move into what is now the south end of Taft Park with the ballfields to be moved northward in a wheel formation. Also, Topitzhofer said, staff is working with MAC to obtain the Mother’s Lake area on the north end of Taft. Enger mentioned that a park area adjacent to Christian would be better than breaking up the park land and creating a need to cross busy streets. White suggested that centralizing the park areas would make staffing easier. Topitzhofer said that there appeared to be a need for football/soccer fields (based on the national averages) and consolidating park land would enable the construction of more of these athletic facilities. Transportation Engineer Tom Foley provided a transportation update related to the Cedar Avenue corridor. He explained how the boulevard or trail ideas would tie into the other arterial roads in the area (connections to Crosstown, 77th Street, and others. Enger asked what was driving this effort. He speculated that the Governor’s Task Force on the airport issues was forcing action. He felt that this was premature to plan for this space; more noise studies had yet to be done. Jabs urged CSC members to attend the Cedar Avenue open houses scheduled for January. Recreation Services – Park Shelters from Rich Acres Golf Course Topitzhofer said that two park shelters are available from Rich Acres Golf Course. He asked the group if Augsburg Park and Donaldson Park would be good locations for them. He said that staff would examine the cost and feasibility. The group agreed on these locations by consensus. Richfield Remodeling Fair Jabs said the the Remodeling Fair booth would be used by the Outdoor Pool Task Force this year. Veterans Park Contract Termination Topitzhofer said that based on feedback from the CSC at the November meeting, he examined the possibility of terminating the City’s contract with Sanders, Wacker, Bergly, Inc. to redevelop Vets Park. He found that the City could do this with no legal problems and with no objection from SWB. The item would go to the City Council on January 10. Sharkey moved, seconded by Auchstetter, to recommend approval of the termination of the City’s contract with SWB to develop a master plan for Vets Park. Approved, ayes all.
