1999-11 CSC RICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION MINUTES Tuesday, November 9, 1999 Wood Lake Nature Center Present: Commissioners Arnie Auchstetter, Robert Dietl, John Easterwood, John Enger, Tim Erlander, Rick Jabs, , Maureen Scaglia, Chad Sharkey Staff Jim Topitzhofer, John Evans, Steve Devich, Randy Hughes, Ray Wroblewski, Karen Shragg, Lil Hipp, Mike Eastling Council Liaison Susan Rosenberg School Liaison Jim Sloss Others Larry Wozniczka Absent: Commissioners Carol Krohn, Denise Schaefer Council Liaison School Liaison Call to Order The meeting was called to order by CSC Chair Jabs at 7:03 pm. No changes were made to the agenda. Approval of Minutes Auchstetter moved, seconded by Sharkey, to approve the minutes of the October 12 Regular Meeting. Approved, ayes all. Staff Reports Enterprise Funds Administrative Services Director Devich reported that the second ice sheet grand opening was held and rentals have been good. The good weather has been great for business at Rich Acres Golf Course. Adventure Gardens Mini-Golf is in need of repairs to the hole carpeting and the landscaping. Recreation Services – Ballfield Replacement Project Toptizhofer reported that the ballfield projects are near completion. Weather has been good for sodding. A November 1 deadline was set for punch list items. Some work remains. Recreation Programs/Athletics Manager Frank White suggested a run-through with athletic groups (softball at Roosevelt). Recreation Services – Community Gardens Topitzhofer said that a contractor was scheduled to rip up soil and till in new. Irrigation will be installed in the spring (tapped into existing lines). John Hamilton is working on two potential garden sponsors. Recreation Services – Outdoor Pool Task Force Topitzhofer said that the first meeting was 10/27/99. Al Payne gave the group a tour of the pool. Public Works – Forestry Report Operations Coordinator Randy Hughes explained the tree-removal policy to the group and asked for action affirming the existing policy (some negative feedback had been received about the policy). Enger moved, seconded by Auchstetter, to affirm the City’s existing tree-removal policy. Approved, ayes all. Public Works – Transportation Update Public Works Director Mike Eastling provided a transportation update, including information about upgrades to exit/entrance ramps in the I-35W & 494 interchange. Action Items Year-End Commission Report to the Council Topitzhofer explained that the CSC will give a report to the Council on accomplishments and goals. Sharkey mentioned continuing efforts to study Outdoor Pool. Jabs suggested continuing the consolidation efforts of the athletic organizations. Sharkey suggested not spending more money on Veterans Park planning. Topitzhofer called for any additions to the goals. The group approved of the report by consensus. Discussion Items Little Bob’s Park Improvements Topitzhofer asked the group about postponing improvements to Little Bob’s Park. Hereida would be done in 2000, but the money from Little Bob’s would be used to purchase registration software. Auchstetter asked if the residents would expect improvements to the park this year. Jabs suggested holding a neighborhood meeting in the summer and let that dictate the course of action. Passport 2000 White explained that this is the same as our current Leisure Assistance Program that assists eligible participants with program fees. Jabs suggested that a limit be set to prevent too great a decrease in revenue. White said that the program would be trackable by participant and each participant may have a dollar limit. Committee Reports Richfield Community and Recreational Center Jabs said that the group’s work is done in light of the no vote on November 2. A wrap-up meeting for the Task Force is scheduled for later in the month. FOWL Dietl reported that the $8,700 profit from the FOWL Ball Golf Klassic was the best ever. He reported that the Wood Lake Clean-Up Day and the Half-Haunted Halloween, both on October 23, were successful. Planning Commission Auchstetter provided the Planning Commission report. Other Combine November and December Meetings The group agreed by consensus to combine November and December meetings. Recycling Publication This item was tabled until January. Terms Expiring in January Five positions will be open in January (four members could re-apply). Richfield Remodeling Fair Jabs reminded the group that the Remodeling Fair was in January and the Outdoor Pool Task Force would likely use the Recreation Services space.
