1999-10 CSC RICHFIELD COMMUNITY SERVICES ADVISORY COMMISSION MINUTES Tuesday, October 12, 1999 Richfield City Hall – Executive Conference Room Present: Commissioners Arnie Auchstetter, Tim Erlander, Rick Jabs, Carol Krohn, Maureen Scaglia, Denise Schaefer, Chad Sharkey Staff Jim Topitzhofer, John Evans, Steve Devich, Randy Hughes Council Liaison Susan Rosenberg School Liaison Jim Sloss Others Camillo DeSantis Absent: Commissioners Robert Dietl, John Easterwood, John Enger Council Liaison School Liaison Call to Order The meeting was called to order by CSC Chair Jabs at 6:59 pm Approval of Minutes Auchstetter moved, seconded by Schaefer, to approve the minutes of the September 14 Regular Meeting. Approved, ayes all. Staff Reports Enterprise Funds Administrative Services Director Devich reported that a farewell to Rich Acres would be held on October 16. He said that measures are being considered to retain RA staff until another facility is secured for operation by the City. The grand opening of the second ice sheet will be on October 30, he said. The Outdoor Pool suffered some leaks at the end of the season and the Mini-Golf Course Coordinator found other work, he said. He reported that the Mini-Golf Course enjoyed a good season. Sharkey asked about equipment from Rich Acres. Devich said that some would be auctioned, some would be used elsewhere in the City and some would be stored. Recreation Services – Vets Park Tree Transplanting Topitzhofer said that the tree transplanting from Rich Acres to other City sites had begun with few challengers. Recreation Services – Adams Hill Playfeature Replacement He said that a dedication had been held for the new playfeatures at Adams Hill Park. Recreation Services – Ballfield Replacement Project Toptizhofer said that a November 1 completion deadline had been set for all sites. He said that the bleachers have been found to be not compliant with the projected ADA provisions, so existing bleachers will be modified and Public Works will assemble some new bleachers over the winter. Scoreboards will also be purchased. Scaglia asked about which sports, baseball or softball, would get what facilities. Devich pointed out that any project funded with public grant money should be sensitive to gender equity. Topitzhofer added that the City would seek additional ballfield replacement money next year. Recreation Services – Community Gardens Topitzhofer said that MAC has signed the lease and the Council has approved it. Soil abatement will start this fall with free fill from Ames Construction. Discussion Items Outdoor Pool Task Force Topitzhofer said that people who have expressed an interest in the future of the Outdoor Pool will be contacted and invited to a first meeting on October 17 at the pool. He asked for representatives from the CSC. Sharkey and Krohn volunteered. Jabs suggested that a strict six-month timeline not be imposed; rather, let the Task Force determine their own course of action. Recreation Services – Heredia Park Playfeature Replacement Topitzhofer said that the playfeatures are about 20 years old and in need of replacing. Along with Little Bob’s Park, Heredia’s playfeatures would be replaced using the same process as Adams Hill. Through neighborhood meetings and a selection committee, a request for proposal would be written. He thanked those CSC members who stopped by the park before the meeting to examine the park. Little Bob’s would be examined next month. Year-End Commission Report to the Council Topitzhofer said that the Commission Chair would present a summary of the Commission’s actions in 1999 and goals for 2000. Jabs asked the CSC to review the list prepared by Secretary Evans and offer suggestions. Recycling Funds: Follow Up Operations Coordinator Hughes said that while the CSC’s consensus was to not offer a City-wide clean-up day, staff would explore the possibility of a brochure that would educate residents about waste disposal. Sharkey said that Hennepin County has one already. Hughes said that perhaps distributing copies of that one would suffice. Scaglia suggested that outlets like the Your City continue to be used to share this information. Committee Reports Richfield Community and Recreational Center Jabs said that a very good Council meeting was held on October 11 with strong proponents and the Mayor scolding people for not reading publications and being involved. Park meetings were held in September, different marketing efforts were underway, including calling, ads and signs. FOWL Dietl was absent. Krohn mentioned the Half-Haunted Halloween coming up on October 23. Jabs mentioned that the Commission took the FOWL Ball Golf Klassic trophy back from the Planning Commission. Planning Commission Auchstetter provided the Planning Commission report. Other Combine November and December Meetings The group agreed by consensus to combine November and December meetings. Terms Expiring in January Four members’ terms are expiring in January. Only Schaefer does not intend to re-apply. Adjournment Auchstetter moved, seconded by Erlander, to adjourn.
