Joint meeting with the Planning Commission

The meeting was called to order by Chair Loweth at 7:05 p.m. in the Council Chambers at City Hall. This was joint meeting of the Planning Commission and the Community Services Commission
to talk about the 1999 CIB/CIP.
Mike Eastling, Public Works Director, distributed a form created by staff outlining how projects are considered. Future ideas will have points attached to determine importance.
Eastling reviewed the Investment Priorities and Investment Principles contained in the CIB and CIP, asking the Planning Commission and the Community Services Commission for feedback
regarding the reports. Eastling reviewed the right-of-way improvements proposed by the Public Works Department that include the Lyndale Avenue bridge, 76th Street downsizing, I-494
Integrated Corridor Traffic Management upgrade and various other projects. He added that the money that is available comes from many different sources.
Some comments were that the pedestrian bridge over I-35W at 76th Street should move up in priority and more information regarding the proposed reconstruction of the intersection at 66th
Street and Portland Avenue should be made available. Eastling explained the reason the amount of funds from state aid was declining by $5,000 per year is because each city’s allotment
is determined by population. Since Richfield’s population is stagnant while other cities’ populations are growing, the amount of MSA funding that Richfield will receive in the future
will probably decline.
Administrative Services Director, Devich reviewed other projects, including the proposed second sheet of ice in Veterans Memorial Park and the future of the outdoor swimming pool. Devich
also discussed several ways to fund the two projects. Responding to questions from the Commission, Devich stated that the City Council has currently approved the costs for architectural
plans for the second ice sheet.
Chair Loweth confirmed that the progression toward the construction of a new community center has been slowed because of the discussion surrounding the proposed second sheet of ice.
It is believed, the present community center cannot accommodate the baby boomers. To attract and keep families in the City this

concept needs to be developed. Projects that will require research are the maintenance facility, ballfields and the golf course among others. The Commission looks forward to these
projects being put in a master plan on a point system. Discussion ensued regarding the community and the future of Veterans Memorial Park.
Motion by Sharkey to adjourn. Second by Erlander. Motion carried.
